within the limits of the Province of Canterbury, conferred on the Superintendent of the said Province. And whereas in pursuance of the powers vested in him by the above recited Ordinances, His Honor the late Superintendent of the Province of Canterbury, did, by Proclamations bearing date the tenth day of September, one thousand eight hundred and fifty-five, the eighteenth day of June, one thousand eight hundred and fifty-six, and seventeenth day of February, one thousand eight hundred and fifty seven respectively, make certain provisions for the regulating the importation and sale of arms, gunpowder, and other warlike stores, within the said Province. And whereas the regulations made by the said Proclamation have been in part superseded by a proclamation issued by His Excellency the Governor of New Zealand dated the 25th day of June, 1857. And whereas it is expedient that the remaining part of the regulations made by the said Proclamations of 10th September, 1855, the 18th June, 1856, and 17th February, 1857, should be superseded, and that other provision should be made in lieu thereof. Now, therefore, I, William Sefton Moorhouse, Superintendent of the Province of Canterbury, in pursuance of the powers vested in me by the above recited Ordinances, and of all other powers in that behalf enabling me. Do hereby proclaim and declare that from and after the day of the date hereof the regulations made by the above recited Proclamations, the 10th September, 1855, the 18th June, 1856, and the 17th February, 1857, except in so far as the same supersede any regulations previously in force in the said Province shall be void and of none effect. And I do further proclaim and declare that from and after the above date, the following regulations relating to the making or repairing of arms, gunpowder, or other warlike stores, and to the deposit of gunpowder in the public powder magazine, and its removal therefrom, shall be in force within the said Province, that is to say :—
MAKING OR REPAIRING ARMS, &c.
I. General Licenses in the form in Schedule A. hereunto annexed for making, constructing, amending or repairing, any arms, gunpowder, or other warlike stores, will be issued by the Resident Magistrate for the District in which the applicant resides, on the following conditions :—

A fee of £1 will be charged for every such license, and the same will continue in force for 12 calendar months from the date thereof.

No fire-arm shall be made or repaired by any person holding such license for any aboriginal native without special permission to that effect from a Resident Magistrate.

Every person to whom any such license shall be granted, shall, on the 1st days of January, April, July, and October, or within 15 days after every such day, make a return in writing in the form in Schedule B hereunto annexed to the Resident-Magistrate for the district in which he resides, stating the particulars of all arms, ammunition, or other warlike stores made or repaired by him during the three calendar months immediately preceding such days respectively. Every license-holder who shall neglect to make such return, or who shall knowingly make a false return, shall, in addition to any penalties he may incur for want of compliance with the terms of this Proclamation, be deemed to have forfeited his license, which shall thenceforth be null and void, and no license shall be again granted to him without the special authority of the Superintendent first obtained.
II. It shall be lawful for the Superintendent at any time to revoke any license which may have been granted in pursuance of this Proclamation by notice to that effect, to be left at the usual or last known place of abode or business of the licensee in the Province, and in such case the amount received for the license so revoked shall be returned to the person who paid the same.
III. Nothing herein contained shall extend to the making or repairing of arms, gunpowder, or other warlike stores by or on account of Her Majesty's land or sea forces, or by or on account of the New Zealand police force.
PUBLIC POWDER MAGAZINE.
IV. The Powder Magazine in Polhill's-bay is hereby declared to be a public Powder Magazine.
V. No gunpowder exceeding 50 lbs. in weight shall be landed in the Province.
