MEMORANDUM

FOR THE HONOURABLE THE COLONIAL SECRETARY.

The expenditure proposed in the Estimates for Educational purposes, Lunatic Asylums, and Gaols, in the Province of Auckland, is insufficient for the objects contemplated, and, if compared with the similar Estimates for Canterbury and Otago, this insufficiency will be strikingly obvious.

Educational Purposes.

There is required for the Province of Auckland:

In addition to vote of £16,000 taken by the Government, £14,000 is urgently required for school buildings:

  • £8,000 at least is required for this purpose in the City of Auckland and its suburbs, where the Education Board do not own a single building. The buildings used for schools are generally wretched, and a large number of children cannot be accommodated.
  • £4,000 is urgently required for Thames Peninsula.
  • £2,000 for country districts.

Lunatic Asylum.

The following proposed additional expenditure on the Lunatic Asylum at Auckland is less in proportion than that expended on the Lunatic Asylums at Christchurch and Dunedin:

An addition of a wing to the Lunatic Asylum, which the Provincial Government would have built had the Provincial Council met again. The present accommodation is wholly insufficient for the health and proper treatment of the patients. The estimated cost for which provision would have been made was £15,000. The sum of £700 would also have been expended in putting the exercise yards and grounds in proper order. At present the patients are almost deprived of exercise in bad weather.

The patients are deficient in comfortable clothing; their linen and bedding is not satisfactory. At Christchurch, £1,000 is voted for these objects; at Auckland, £800 is required.

For library and recreation, £200 is required.
For medical comforts and stores, £300.

The diet of the patients is not satisfactory. For this a vote of £3,000 is required in lieu of that on the estimates.

The salaries should in the following respects be increased beyond the estimated amounts, the comfort and chance of recovery of the patients being greatly increased by the class of attendants:

  • Resident Surgeon ... £300
  • Head Keeper ... 250
  • Senior Keeper ... 146
  • Nine Attendants at £100 each ... 900
  • Night Nurse ... 120

For the Auckland Gaol,

Additional sums require to be voted to carry out the intentions of the Provincial Government, and to place the Gaol in an only ordinary satisfactory state:

  • Addition to Gaol ... £1800
  • Chapel ... 350
  • Library ... 100
  • Medical Comforts ... 146

The vote for clothing and bedding should be raised to £900.
