Memorandum for Warden, Grahamstown.
“5. Goldmining and agricultural leases of lands situated within the Ohinemuri Block shall be granted on such terms and conditions as shall from time to time be prescribed by Regulations to be made in accordance with the Goldfields Act then being in force within the Province or Colony.”
The Warden is hereby empowered to grant agricultural leases at Ohinemuri in accordance with the above clause (5) of the Deed of Cession of the Ohinemuri Block of the 18th of February, 1875. If new regulations for agricultural leases are necessary, he must at once draw up and recommend such for my approval.

Auckland, 25th June, 1875.
To Sir George Grey, K.C.B.,
&c., &c., &c.,
Grahamstown.
I have directed Mr. O’Halloran to furnish you with a copy of the Agreement with the Natives about the Ohinemuri Goldfield. I am instructed by the General Government that your Honour will carry out the duties devolving on you under the Governor’s powers delegated to you in accordance with the Goldfields Act. The other conditions of the Agreement will be carried out by the General Government.
I hope your Honour will do me the justice to say that you never asked me for a copy of the Agreement before I left Auckland for the South. I would also suggest that if your Honour had telegraphed to me or to the Government asking whether the Governor had received the right to grant agricultural leases within the Goldfield, a reply could have been given to you in the affirmative. I received some applications for agricultural leases which I will forward to your Honour by the first opportunity.
I am not, however, sufficiently conversant with the Goldfields Act to say whether the applications made to me or others previous to the issue of regulations by your Honour are valid or not. Those made to me bear date of application endorsed thereon.
James Mackay.
