such carts as respectively after inspection had by the authority of the Council of the Borough of Thames be found fit for public use.

3rd. Every such license shall be granted on the written application for the same, of the owner or owners of the cart to be licensed, and every such application shall be made on a form in accordance with schedule No. 1 attached to this Bye-law, and any person who shall wilfully state anything falsely touching any particular required by such form shall forfeit and pay a sum not exceeding (£5) five pounds.

4th. Every such license shall be numbered, so that no two or more licenses granted under this Bye-law by the Council of the Borough of Thames shall bear the same number, and shall be registered with such number by the Town Clerk in the registry book required to be kept under section 54 of subdivision 2 of part 10 of the 13th schedule of the Municipal Corporations Act, 1867, and shall be in force for one year only from the general licensing day appointed by the Council of the Borough of Thames and the owner named in such license shall cause to be painted or marked and to be kept so painted or marked as to be always plainly seen on some conspicuous place on the right-hand side of the cart thereby licensed the number of such license in legible figures one inch in length and of a proportionate breadth, and every such owner who shall fail or omit to comply with the provisions of this section shall forfeit a sum not exceeding (£2) two pounds.

5th. If any owner of any cart permits the same to be used for hire for any purpose whatever within the limits of the Borough of Thames without having a license in force for such cart licensing such cart to be used for hire shall for every such offence forfeit and pay any sum not exceeding (£2) two pounds.

6th. For every such license granted under the provisions of this Bye-law for any cart there shall be paid to the Council of the Borough of Thames the sum of (£1) one pound.

7th. No provisions of this Bye-law shall attach or refer in any way to any cart licensed to ply for hire under the provisions of subdivision 2 of part X of the 18th schedule to the Municipal Corporations Act, 1867.

In accordance with section 192 of “The Municipal Corporations Act, 1867,” notice is hereby given, that “The Regulations for Buildings,” made under Section 1 of Part 5, of the 13th Schedule to the said Act, and “The Regulations for Hackney Carriages, Borough Stage Carriages, Drivers and Conductors,” made under Section 48 of Part 10 of the 13th Schedule to the said Act, have been passed, and are deposited, for the inspection of any person interested therein, at the Offices of the Thames Borough Council, Queen-street, Grahamstown, Thames.
