AUDITOR’S REPORT.

Sir—
I have the honor to forward herewith the Balance Sheet of the accounts of the Province
of Westland, for the year ended the 31st December, 1874, together with the Statement of
Assets and Liabilities, and to inform you that I have examined the same and find them correct
as accounts and Balance-sheets of the transactions of the period above-mentioned. I also beg
to state that these accounts have been audited quarterly in accordance with the provisions of
Section 16, of the Provincial Audit Act, 1866, and (with the exception of those for September
and December Quarter) published in the Provincial Government Gazette.
I enclose also a comparative Statement showing the amounts voted for the services of the
year, the amounts expended, the balance unexpended, and also the amounts paid in excess of
certain votes for which sufficient provision had not been made when the Estimates were
passed.
In accordance with Section 13 of the “Provincial Audit Act,” 1866, I beg to transmit a
full statement of the unauthorised expenditure, together with the Special Orders of His Honor
the Superintendent, under which the warrants authorising such issue of public money, have
been certified by me, and which amount to the sum of £1331 11s 11d. The power given to
the Superintendent under Section 12 of the said act, to issue special orders is limited in amount
to one-twentieth of the previous year’s Revenue. I estimated the same for the past year
at £2000.
