“I have to thank you for the further appropriation you have been pleased to grant for the service of the Province during the remainder of the year.
“The decision arrived at by the Council in the early part of the session, in favor of having an Executive has now been given full effect to, and I trust I may be pardoned for expressing the hope, that in future sessions, the necessity may not arise for the serious delays to the public business which necessarily occurs through frequent political changes. Although differing from the Council as to the necessity which existed for the creation of an Executive, it will certainly be a personal relief to me in many ways, and I shall have pleasure in availing myself of the advice of such gentlemen as may possess your confidence.
“During the forthcoming session of the General Assembly, I hope, with the valuable assistance of the representatives of the West Coast, that many matters on which you have made representations to the General Government may be put right, and that further progress may be made towards completing the harbor works of the Grey, and the extension of the benefits of railway communication in Westland.
“On behalf of His Excellency, I have now the honor to assent to the following Ordinances :—
“Education Ordinance, 1874,
“Trespass and Impounding Ordinance, 1874,
“Hokitika Street Closing Ordinance, 1874,
“Appropriation Ordinance, No. 2, 1874.
“I now declare this Council prorogued.
“JAS. A. BONAR,
“Superintendent.”
