And whereas, His Excellency Sir George Ferguson Bowen, the Governor of New Zealand, did, on the twenty-seventh day of January, one thousand eight hundred and seventy-one, with the advice and consent of the Executive Council of the Colony, delegate unto me, Henry Hermann Lahman, Chairman of the County Council of Westland, all the powers vested in him by the twenty-ninth section of "The Gold Fields Act, 1866":
Now therefore, I, Henry Hermann Lahman, Chairman of the County Council of Westland, in exercise of the powers vested in me in that behalf, do hereby give notice that on the eleventh day of December one thousand eight hundred and seventy-two, I intend to demise to the person named in the schedule hereto annexed certain auriferous Crown Lands containing quartz lodes or veins for the terms specified in the said schedule.
Given under my hand, at Hokitika, this thirtieth day of November one thousand eight hundred and seventy-two.

PROCLAMATION.
WHEREAS, by the twelfth section of "The Gold Fields Act, 1866," it is enacted that it shall be lawful for the Governor, upon application being made, to grant special claims of greater area than may be determined by the regulations to be made under the eleventh section of the said Act for the purpose of carrying on mining operations under circumstances of extraordinary difficulty, or involving the expenditure of considerable sums of money, or for the encouragement of enterprise in prospecting new ground, or as a reward for the discovery of new gold workings, and also to prescribe the terms and conditions upon which any such special claim may be held, occupied, worked, and forfeited:
And whereas, by the one hundred and ninth section of the said Act, it is enacted that it shall be lawful for the Governor in Council, under his hand and the public seal of the Colony, from time to time, to delegate to such person as the Governor may think fit all or any of the powers vested in the Governor by the said Act, except the powers conferred by sections twenty-two, forty, forty-eight, sixty, ninety-six, and one hundred and seven thereof, subject or not to any limitations or restrictions as he may think fit:
And whereas, by an instrument in writing, dated the twenty-seventh day of January, 1871, and published in "The New Zealand Gazette" of the seventh day of March, 1871, His Excellency the Governor did, under his hand and the public seal of the Colony, delegate unto me, Henry Hermann Lahman, Chairman of the County Council of Westland, all the powers vested in the Governor under or by virtue of "The Gold Fields Act, 1866," and "The Gold Fields Act Amendment Act, 1869," except the powers conferred by sections twenty-two, forty, forty-eight, sixty, ninety-six, and one hundred and seven of the said Act, to have, hold, and exercise the said powers hereby delegated to me the said Henry Hermann Lahman within the County of Westland:
Now therefore, I, Henry Hermann Lahman, Chairman of the County Council of Westland, in exercise and pursuance of all the powers vested in and delegated to me in this behalf, do hereby grant unto Martin Ryan a special claim of ten acres situated at Redman’s, subject to the following conditions:

The claim to be surveyed at the expense of Martin Ryan.

Four men per acre to be constantly employed on the claim. This condition may be temporarily relaxed at the discretion of the Warden of the District: provided that at no time shall a smaller number than fifteen men be kept working in the claim.

The said Martin Ryan shall pay a yearly rent of one pound (£1) per acre, in half-yearly payments.

The said Martin Ryan shall have no right to sell or otherwise dispose of any part of the claim. This condition is not to affect the right to sell or dispose of shares.

The said Martin Ryan shall comply with the directions of the Warden of the District as regards the working of the claim.
