subject to the provisions of the Act now in recital, from time to time to make regulations for the purpose of prospecting under Rule 12.
Now therefore, I, Henry Hermann Lahman, Chairman of the County Council of the County of Westland, in exercise of the powers in that behalf delegated unto me, do hereby revoke the regulations made by Conrad Hoes, Esquire, the then Chairman of the County Council, on the twentieth day of July, 1870, and published in The County of Westland Gazette, No. 24, of the second of August, 1870, and do hereby make the following regulations in lieu thereof.

RULES AND REGULATIONS
OF THE
COUNTY OF WESTLAND GOLD FIELDS.
I.—PRELIMINARY REGULATIONS.
1.—Interpretation Clause.
IN the construction, and for the purposes of these Regulations, the following terms shall, if not inconsistent with the context or subject matter, have the respective meanings hereby assigned to them, that is to say:—
The word “Warden” shall mean Warden, Justice of the Peace, Resident Magistrate, or any other officer entrusted with the superintendence of the Gold Fields, or any portion thereof, and holding a commission duly empowering him to have charge thereof, and shall include Wardens and Assessors, except where it is otherwise specially provided.
The word “Person” shall mean the holder of a Miner’s Right, Business or other License or Lease.
The word “Claim” shall mean the portion of land which each person or party shall be entitled to occupy, or occupy and mine in, under any Miner’s Right, Business or other License or Lease to be issued under the provisions of “The Gold Fields Act, 1866.”
The words “New Gold Workings” shall mean ground previously unworked.
The words “Prospecting Area” shall mean the extent of ground allowed and protected for the purpose of prospecting under Rule 12.
The words “Prospecting Claim” shall mean that portion of ground granted and defined by the Warden on gold being struck thereon.
The word “Business” shall mean and include any vending or disposing of any goods, merchandise, or chattles, whether by hawking or any other manner.
Words importing the singular number shall include the plural number, and words importing the masculine gender shall include the feminine gender.
2.—The Miner’s Right.
Every person residing on a Gold Field, and engaged in mining for gold, shall take out a Miner’s Right, such Miner’s Right to be produced for inspection when demanded by the Warden or other Officer, or by any person duly authorised in that behalf in writing by the Warden.
II.—CLAIMS.
3.—Classification of Claims.
Ordinary Claims shall mean all claims except River and Quartz Claims. River Claims shall mean all claims situated in beds of rivers, creeks, or permanent streams. Quartz Claims shall mean claims in quartz reefs or lodes.
4.—Size of Claims.
Ordinary Claims shall not exceed 60 feet by 60 feet for each holder of a Miner’s Right; but in cases where the depth from the surface exceeds 50 feet, Ordinary Claims may be extended to 75 feet by 75 feet, and where the depth from the surface exceeds 100 feet, such claim may be extended to 100 feet by 100 feet. Ordinary Claims may be of any form, provided they do not exceed in length twice the breadth thereof—
