PROCLAMATION.
WHEREAS by the 14th Section of "The Lunatic's Act, 1868," it is enacted that where any lunatic person resident within any Province, or County, or other division of the Colony of New Zealand, shall be committed, removed, or directed to be received, by order of any two Justices or a Resident Magistrate, to or in any public lunatic asylum or hospital in any other Province, County, or division, or to any licensed house, asylum, or hospital, not being supported by the public funds of the Province, County, or division from which such lunatic shall be so committed, or subsidised by the funds of such last-mentioned Province, County, or division for the maintenance of the lunatic patients belonging thereto, then, and in every such case, the Provincial Treasurer of the Province or the person or body by law authorised to administer the funds of the County or other division, as the case may be, in which such lunatic person was usually resident, shall pay to the keeper of such asylum, hospital, or licensed house, as the case may be, for the maintenance of such lunatic person, so long as he shall remain an inmate thereof; such weekly sum as the Governor in Council may from time to time, direct, and appoint to be the weekly sum to be paid for the maintenance of such lunatic patients in asylums, hospitals, or licensed houses. Where any lunatic person resident within any Province, or County, or other division of the Colony, shall be ordered or directed by the Court or the Colonial Secretary to be removed to, or received in, any asylum, hospital, or licensed house, not being supported or subsidised by the public funds of the Province, County, or other division, in which such lunatic person shall have been last resident, for the maintenance of the lunatic patients of such Province, County, or division, such weekly sum as aforesaid shall be paid by the Colonial Treasurer to the keeper of such asylum, hospital, or licensed house, and charged against the Province, County, or other division of the Colony in which such lunatic person shall have been last resident. Provided always, that all sums paid by any Provincial Treasurer, or other person as aforesaid, or charged against any Province, County, or other division, as in this and the last preceding section of this Act mentioned, or other division or any part thereof may be recovered by such Provincial Treasurer, or person by law authorised to administer the revenues of such County or division from the estate (if any) of the lunatic, or from any person or persons liable by law to pay for or contribute towards the maintenance of such lunatic:
And whereas by the 4th Section of the said Act, it is enacted that it shall be lawful for the Governor in Council, from time to time, to order or direct that all or any of the powers, functions, duties, and authorities vested in, or required to be performed by the Governor or the Governor in Council, or the Colonial Secretary, by this Act, within any Province or other District of the Colony, shall be exercised or performed by the Superintendent of any such Province, or by any other person the Governor may think fit, subject, however, to any limitations or restrictions as he may think fit; and thereupon such functions, powers, duties, and authorities may, by such Superintendent or other person, be exercised
