HOKITIKA, MONDAY, MAY 16, 1870.

PROCLAMATION.

WHEREAS, by the 32nd Clause of "The Gold Fields Act, 1866," it is enacted that any person holding a lease of auriferous land under the provisions of this or any preceding Act authorising the granting of leases for mining purposes, shall be entitled at any time, with the consent of the Governor, to surrender the same, either for the whole or for any part thereof; and it shall be lawful for the Governor at his discretion to accept such surrender either in whole or in part, and if such surrender is for a part only, to reduce the rent payable by the lessee proportionately, provided that a lessee shall not be entitled to make such surrender in part more than twice during the currency of the lease:

And whereas, by the one hundred and ninth Section of the said Act, it is enacted that it shall be lawful for the Governor in Council, under his hand and the Public Seal of the Colony, from time to time to delegate to such person as the Governor may think fit all or any of the powers vested in the Governor by the said Act, except the powers conferred by Sections eleven, twenty-two, thirty, thirty-three, thirty-nine, forty, forty-eight, sixty, ninety-six, and one hundred and seven thereof, subject or not to any limitations or restrictions as he may think fit:

And whereas, by an instrument in writing, dated the third day of February, 1869, and published in the New Zealand Gazette of the eighth day of February, 1869, His Excellency the Governor did, under his hand and the Public Seal of the Colony, delegate unto me, Conrad Hoos, Chairman of the County Council of the County of Westland, all the powers vested in the Governor under or by virtue of "The Gold Fields Act, 1866," except the powers conferred by Sections eleven, twenty-two, thirty, thirty-three, thirty-nine, forty, forty-eight, sixty, ninety-six, and one hundred and seven of the said Act, to have, hold, and exercise the said powers hereby delegated to me within the County of Westland:

Now, therefore, I, Conrad Hoos, Chairman of the County Council of the County of Westland, in exercise of the powers vested in and delegated to me in that behalf, do hereby notify that I accept from the Scandinavian Gold Mining Company, Ross, the surrender of two acres and twenty-nine perches, and do hereby reduce the rent payable by the aforesaid Company to Fifteen Pounds Ten Shillings and Sevenpence half-penny.

Given under my hand, at Hokitika, this eleventh day of May, one thousand eight hundred and seventy.

WHEREAS, by the 13th Section of "The Gold Fields Act, 1866," it is enacted that it shall be lawful for the Governor to authorise the construction, by private enterprise, of any Road, Bridge, Wharf, Ferry, or other public work, for the use and benefit of the public, and to permit the occupation, for a limited period, of sites for the same, and to provide for the payment...
