REMARKS—It has hitherto been the custom to pay salaries due in each month, only in the following month. At the suggestion of the County Treasurer, and with the sanction of the late County Chairman, this plan has been altered, as will be seen by the present statement. All salaries due on the 31st December, 1868, have been paid, and it has been proposed in future to adopt this course, that is, to pay salaries upon the last day of each month. This method will much simplify the balancing of accounts, therefore the apparent over expenditure under the head salaries in each department is thus explained.
