prescribe the terms and conditions upon which any such special claim may be held, occupied, worked, and forfeited :
And whereas, by the one hundred and ninth Section of the said Act, it is enacted that it shall be lawful for the Governor in Council under his hand and the Public Seal of the Colony, from time to time to delegate to such person as the Governor may think fit all or any of the powers vested in the Governor by the said Act, except the powers conferred by Sections twenty-two, forty-eight, sixty, ninety-six, and one hundred and seven thereof, subject or not to any limitations or restrictions as he may think fit :
And whereas, by an instrument in writing, dated the third day of February, 1869, and published in the New Zealand Gazette of the eighth day of February, 1869, His Excellency the Governor did, under his hand and the Public Seal of the Colony, delegate unto me, Conrad Hoes, Chairman of the County Council of the County of Westland, all the powers vested in the Governor under or by virtue of "The Gold Fields Act, 1866," except the powers conferred by Sections eleven, twenty-two, thirty, thirty-three, thirty-nine, forty, forty-eight, sixty, ninety-six, and one hundred and seven of the said Act, to have, hold, and exercise the said powers hereby delegated to the said Conrad Hoes within the County of Westland :
Now therefore I, Conrad Hoes, Chairman of the County Council of the County of Westland, in exercise and pursuance of all powers vested in and delegated to me in this behalf do hereby grant unto Power and party a Special Claim of three acres, situated on the South Beach, Greymouth, subject to all the conditions contained under Section XIII, of "The Rules and Regulations for the Westland Gold Fields," except Clause 1.
Given under my hand at Hokitika, this twenty-third day of November, one thousand eight hundred and sixty-nine.

NOTICE is hereby given that protection has been granted for the period of five years to Messrs. Learmonth and Smith, for a punt upon the Hokitika river, opposite the Kanieri Township, under the provisions of "The County of Westland Act, 1868," and subject to the conditions published in the County of Westland Gazette, No. 6, of the 13th March, 1869, and to the following :--

The punt, gear, and approaches to be maintained in good and serviceable condition, subject to the approval of the County Engineer.

SIR—The attention of the Marine Department having been called to the recent loss of life at Charleston, owing to the master of the Harry Bluff taking that vessel out when the Bar was unsafe for an outward bound vessel, because the Harbor Master was flying the signal "Take the Bar" (four balls horizontal on yard), for the information of an inward bound craft:
I have the honor to inform you, and to request that you will take steps to make the information known to shipmasters, that the Colonial Bar Signals are intended for inward bound vessels, and not for the information of outward bound craft.
The masters of outward bound craft must themselves be responsible for crossing the Bar, seeing that they have the same opportunity of observing its condition as the Harbor Master himself. They ought, moreover, if in doubt, to consult the Harbor Master.
