AUDITOR’S REPORT.

TO CONRAD HOOS, ESQ., CHAIRMAN OF THE COUNTY COUNCIL.

Sir,

I have the honor to inform you that I have examined the County Treasurer’s accounts of Receipts and Expenditure for the half-year ended the 30th June, 1869, so far as I have been able to do from the vouchers laid before me, but as I find that some are incorrect, and that circumstances connected therewith are at present being investigated, I am not in a position to pass the accounts, but only to report on the state in which they are at present.

With reference to the Revenue for the half-year, you will observe that the actual receipts fall short of those estimated by the sum of say £30,000, no doubt owing to their having been considerably overestimated in preparing the Estimates. I also have to draw your attention to the fact that the system of checking the accounts of the various Receivers of Revenue within the County is very incomplete. For instance:—the books containing Miner’s Rights, Business Licenses, and other sources from which revenue is derived are issued from the County Chairman’s office—these books represent so much cash—and when the Miner’s Rights, &c., have been issued by the Receiver, the counterparts or butts of them should be returned to the head office, and handed to the County Treasurer, so that he could check them with the Receiver’s returns and discover whether they had all been properly accounted for.

The Receivers account to the Treasurer monthly, but up to the present time that officer has had no means of finding out whether the accounts rendered to him are correct, as no notification of the number of the books issued to the Receivers was ever made to him by the Chief Clerk in the County Chairman’s office, and, as the counterparts were not returned, the Treasurer had no means of checking the accounts.

I also find that some of the Receivers have not been keeping their cash books properly, and that in one instance, viz., at Okahto, no cash book has been kept at all. More details are required; for instance—from whom money is received, the number of the Miner’s Rights issued, and such particulars as would facilitate the auditing of the accounts. The only way to check the Receivers’ accounts is to compare the counterparts of the rights and licenses issued with the copy of the cash book, and the Treasurer had no means of doing this because these counterparts, instead of being returned to the head office at Hokitika, were retained in the various Wardens’ offices.

In the course of my audit I called for the butts of these books, and have compared them with the accounts sent in by the various Receivers. In one account, viz., that of the
