Classified Statement of the Receipts and Expenditure of the Province of Wellington, from July, 1853, to the 31st of December, 1874.

Sir,—
I have the honor to forward you herewith the classified statement, which your Honor was pleased to ask me to prepare, of the Receipts and Expenditure of the Province of Wellington, from the beginning of its provincial history in July, 1853, to the 31st of December, 1874. The items are shown for each quarter, and are taken from the accounts of the province that have appeared from time to time in the Provincial Government Gazette. It is only due to the Provincial Treasurer to say that he placed all his books at my disposal, but I preferred to take the published accounts, not only because in them the items were classified, but especially because those accounts had all been certified to by the Auditors according to law, so that their correctness is beyond dispute. The result of the whole is, that it is shown by these statements that every penny that has come into the provincial chest from any source whatever, has been duly accounted for by the successive Treasurers. The absolute proof of this will be seen at a glance by the following summary:—

A “Summary” is also given with the “Statements,” in which the same balance is shown as the result of the comparison of the net receipts and expenditure under specific headings.
With reference to the classification of the items, although I have done my best to make it correct, yet I am quite aware that I have not fully attained my end. In the long space of twenty-one years it was almost inevitable that changes would be made in the modes of keeping and stating the accounts; the consequence of which is that items, that at one time are placed under one heading, at another time are found under a different heading. This especially applies to the items “Loans” and “Deposits,” in which it is found that sums received from and paid to the Wellington Savings Bank were sometimes treated as loans and sometimes as deposits.
