β¨ Land Settlement Proclamation
shall be lawful for the Superintendent of the Province of Wellington, with the advice and consent of his Executive Council, by Proclamation in the Government Gazette of the said Province, to set aside out of the Waste Lands within the Province of Wellington, the Native title, of which has been extinguished, any block or blocks for the purpose of special settlement not exceeding in the whole one hundred thousand acres, on such terms as may be sanctioned by the Governor in Council, anything in the existing regulations for the management or disposal of the Waste Lands in the Province to the contrary notwithstanding. It is also provided that no land shall be sold at a less price than land of a similar description is now sold at under the regulations aforesaid, and that the proceeds thereof shall be subject to any sum already imposed thereon by any Act of the General Assembly. And whereas by an order in Council, dated the twenty-seventh day of February, one thousand eight hundred and seventy-three, certain allotments of land in the township of Palmerston, in the Manawatu district, in the said Province, are sanctioned as a special settlement, under the said Act for the location and settlement of Scandinavian Immigrants, upon the terms and conditions set forth in the second schedule hereto.
Now therefore, I, William Fitzherbert, Superintendent of the Province of Wellington, with the advice and consent of the Executive Council thereof, and in the exercise of the power in me vested, do hereby proclaim and declare that the allotments of land situated in the township of Palmerston, in the Manawatu district, in the Province of Wellington, containing one thousand seven hundred and four (1704) acres one (1) rood eleven (11) perches, more or less, and more fully described in the first schedule hereto, shall be reserved and set apart as a Special Settlement under the said Act for the purposes before mentioned.

SECOND SCHEDULE.
TERMS AND CONDITIONS FOR THE OCCUPATION AND PURCHASE OF THE BLOCK OF LAND PROPOSED TO BE SET ASIDE FOR SPECIAL SETTLEMENT.
The upset price of the land shall be one pound per acre, the whole amount to be paid on or before the first day of June, one thousand eight hundred and seventy-six, in yearly payments of not less than one-fifth of the full amount of the purchase money.
In those cases where the Immigrants failed to pay the first instalment on the first day of June, one thousand eight hundred and seventy-two, they will be allowed to retain their selections of land provided they pay on or before the first day of June, one thousand eight hundred and seventy-three, two instalments, equal to two-fifths of the purchase money, but not otherwise.
The land laws and regulations now in force in the Province of Wellington shall be applicable to the foregoing land except so far as they may be altered or amended by the above conditions.
