I express my concurrence in the following resolutions, which have been passed by the Council, viz:—

"I. That this Council recommends that the tract of land, now covered with water, extending from Te Aro Flat into Lambton Harbour, comprising 70 acres, or thereabouts as shown on the plan annexed to this resolution, be granted to the Mayor, councillors, and citizens of the city of Wellington, as part of the Corporation property, to be reclaimed by them from the sea, so as to be converted into land suitable for building, and for purposes of public utility, and that His Honor the Superintendent be requested to concur in this recommendation."

With reference to this resolution, care must be taken that the purposes of public utility be defined and suitable conditions imposed.

"II. Whereas for the purposes of reclaiming land and constructing roads and bridges, and other works of public utility in the province of Wellington, it is expedient to provide for raising a sum of money under the authority of the General Assembly of New Zealand. Be it therefore resolved, that His Honor the Superintendent be requested to procure the passing of the following bill in the next session of the General Assembly, viz:— An Act to authorise the raising of a loan of two hundred and ten thousand pounds for the purpose of constructing certain works of public utility in the province of Wellington, and for charging the sums so borrowed against the said province."

With reference to this highly important resolution the Council may depend that the members of the Provincial Executive, who are also members of the Assembly, will use their best endeavours to carry out the wishes of the Council; which endeavours, I feel confident, will be aided by other members of the province holding seats in the Colonial Parliament.

III. "That a sum of two thousand five hundred pounds (£2500) be granted to Dr Featherston in recognition of his past services, particularly in reference to the influence which he exerted over the natives for the preservation of peace within the province during a very critical period. The money to be invested in the purchase of land."

By passing this resolution the Council has not merely done a gracious act: it has discharged a long recognised obligation at the earliest moment justified by its circumstances.

Whether the importance of the measures passed by you; the full discussion which they have received; the preparedness of those measures for your consideration, owing to which none of your time has been wasted; or the practical spirit in which the business before the Council has been dealt with by you: from any and all of these points of view, it must, I think, be admitted that the work done by you this session is calculated to increase the confidence, stimulate the progress and promote the welfare of the inhabitants of the province.

Thanking you for the confidence which you have shown in the provincial administration, I now declare this Council to be prorogued.

Wangaehu Highway Board.

HIS Honor the Superintendent has confirmed the following order made by the Wangaehu Highway Board, on the 29th day of March, 1873.

EXTRACT

From minute Book of Wangaehu Highway Board, 29th March, 1873.

"The several preliminary requirements of the 'Highway’s Act 1871,' and the 'Highway Boards Empowering Act 1871' having been complied with touching the matter of a new road along the Longacre Valley, and no objections having been offered to forming the same, the Board, hereby make an order directing the work to be executed according to the specifications. Maps, plans, and sections, which have been deposited in the office of the Board, and they direct true copies of the specifications, &c., to be transmitted to His Honor the Superintendent for further action in the matter."

True copies of the specifications, maps, plans, and sections, are deposited in this office.

Notice.

Superintendent’s Office,
Wellington, 24th April, 1873.

BY virtue of the power vested in me by Clause 7, of the Act of the Provincial Council of Wellington, Session No. 13, I hereby authorise George Devonport, in charge for John Valentine Smith, Esq., near the East Coast, to kill any cattle the property of the Government of the Province, on the land belonging to the said John Valentine Smith, near the East Coast.
