Speech of His Honor the Superintendent on Opening the Twenty-third Session of the Wellington Provincial Council.
Mr Speaker and Gentlemen of the Provincial Council,
The Council has already been officially informed of the object I had in view when I convened a special meeting of its members.
I have now further to inform the Council as follows, vizβ
1st. That immediately after accepting office in the Government formed by the Hon. Mr. Stafford, I requested the Premier to grant a dissolution of the Provincial Council of Wellington; and that a dissolution was promised provided the Superintendent and Provincial Council joined in the request.
2nd. That I thereupon held a meeting of the Provincial Executive Council at the offices of Mr. Hunter, when it was unanimously decided to summon the Provincial Council for the 9th of October for the purpose of recommending the Council to join the Superintendent in asking for a dissolution; when also it was further resolved that a circular letter should be addressed to members of the Council, inviting those who might find it inconvenient to attend personally to be good enough to express their opinion in writing as to the propriety of asking for a dissolution. The several replies received to that circular will be laid before you.
Before proceeding to bring under the consideration of the Council the reasons which now lead me to recommend it to ask for a dissolution, I must be allowed to explain the circumstances under which I took office in the General Government.
About the middle of August, the Hon. Mr. Stafford, without any knowledge on my part, and without previous consultation with me, gave notice of certain resolutions, which, if carried, would obviously have the effect of removing the Government of the day from office. Immediately on seeing the notice on the notice paper, I requested the members for the Province of Wellington to meet me to consult. Differences of opinion occurred as to the course which should be taken with regard to the resolutions; but a unanimous opinion was expressed (all the members being present, except, of course, the Hon. member for Rangitikei) with regard to myself; and I was repeatedly urged by all, without exception, to join a new Government if one should be formed. I remonstrated strongly, both on personal and provincial grounds, but was overruled, and I may state that in deference to the opinions so expressed, and to those of other members, representing constituencies outside this province, I consented to join the Government.
