the Borough of Wanganui, subject to
ratification by act of the General Assembly; and the other, viz., the Wellington
Cemetery Bill, has been withdrawn in
deference to your expressed wishes. At
the same time I take the opportunity of
stating that the protection of the public
health is one of the most important duties
of Government; and I hope that the time
is not far distant when the study of the
elements of sanitary science will become
a necessary part of primary education.
I think, moreover, that it may be as well
for us not to forget that the Colonial
Legislature may think it right to interfere,
and compel us to shut up a Cemetery
whose drainage slopes towards the official
residence of the Governor of the Colony
and the Legislative Chambers. It will
also perhaps be wise for us to recollect
that we shall have one of the finest towns
in New Zealand if we only perform our
duty by attending to its requirements.

The earnest manner in which you have
addressed yourselves to the despatch of
the business of the Provincial Legislature
has enabled you to dispose of your work
within three weeks, and I congratulate
you on the practical view you have taken
of your functions.

The effect of the alterations made in
the Estimates may be thus stated: you
have made the following reductions, viz:—
Legislative vote reduced—
Disqualification of Mr. Finnimore £15
Sundry Undertakings reduced—
Vote in Aid of removal of
Cemetery ... 500
Wanganui Wharf repairs ... 1000
Wanganui river banks ... 1000
Removing Pilot’s house at Wanganui ... 75

Amounting to ... £2,590

On the other hand, you have passed
Supplementary Estimates to the extent
of £2,900, the result being an addition to
the Authorised Expenditure of £310, which
amount added to the Contingent vote of
£15,000 for Public Works and Undertakings, brings up the total Authorised
Expenditure for the year ending 31st of
March, 1873, to £90,814.

I tender you my thanks for the mark
of confidence which you have bestowed on
the Provincial Executive, by passing the
contingent vote for Public Works and
Undertakings; and you may rely that
every care will be taken to administer
that vote, if it should take effect, in a
manner calculated to advance the province.

I now declare the Council to be
prorogued.
