It will be seen by the above Return that scab in the flocks of this district is gradually diminishing, still fresh outbreaks do appear.

During the past year I have only to report that of Mr. W. Welch, of Opaki, and a small lot belonging to the Messrs. Dorset, which were running in common with that of Mr. Welch, their dividing fences not being complete. With regard to several of the flocks stated in my return as scabby, I may mention that the certificates have been cancelled in consequence of stray scabby sheep mixing, but they have generally at once been dipped, and in all likelihood the flock may escape disease; still, when a scabby sheep had once mixed in a flock, it was my bounden duty to cancel the certificate to prevent removal. I shall be only too glad to restore it again at an early date, if satisfied that the flock be clean. I am glad to have to report that fencing has been gone into on an extensive scale throughout the whole district, which is bound in the end to be the genuine means of eradicating the disease. I am sorry to say the disease still exists in the Tupuru, Pahau, and Long Bush flocks; the owners of the two former flocks have gone to considerable expense in their endeavours to get rid of it. The Natives will, in my opinion, never clean their flocks; they have neither the energy nor perseverance for such work as cleaning a scabby flock. I have done my utmost to put them in the right way, but it is all to no good purpose. This Long Bush flock is a regular hot bed in the district.

P.S.—The sheep louse has made its appearance in a small flock near Greytown. This is the first of the insect I have seen in New Zealand, and must be of indigenous production.
