ture shall be kept within the revenue, and I
confidently rely upon the District Road
Boards enabling me to carry it out, by restricting
their operations during the next few months to
such works only as are of urgent necessity.
Towards all such works the Government will
continue to contribute the usual grant in aid of
two equivalents.
I fully expected to have been able to lay before
you a statement of accounts between the General
and Provincial Governments for the past financial
year; but though the Colonial Treasurer is required by the Public Revenues Act to prepare
each month an account between the General
Government and the Government of each Pro-
vince, he has yet only within the last few days
furnished the accounts for the quarters ended on
the 30th September and 31st December last,
showing a considerable balance in favor of the
Province, and I have reason to believe that the
accounts for the succeeding quarters will give a
somewhat similar result; the accounts, however,
are given in such a form as to render it impossi-
ble for any Provincial Government to check
them. As this is a grievance under which all
the Provinces are laboring, I have no doubt that
it will be remedied during the present session of
the General Assembly.
You will be glad to learn that a tender for the
erection of the Wanganui bridge has been
accepted, so that there is every prospect of this
great public work being completed within the
next eighteen months.
While still retaining my own opinion that the
contract entered into with Mr Owen was not
only a fair and equitable one, but was most
advantageous to the province, inasmuch as it got
rid of endless lawsuits and secured the erection
of the slip within a reasonable time, I have
done my utmost to obtain such a modification in
the terms of the contract as might remove the
objections to it entertained by the Council; but I
regret to say that in these efforts I have entirely
failed, and that I fear that by the action taken
by the Council, the erection of the slip will be
indefinitely postponed and the province involved
in fruitless litigation.
And now, thanking you on behalf of the province for the earnest consideration you have given
to the various matters brought before you, I
declare that this Council do stand prorogued.

NOTICE is hereby given, in conformity
with the requirements of clause 3 of the
“District Highways Act, 1867,” that at the expira-
tion of six months from the date of the publica-
tion hereof, the boundaries of the above
districts will be altered as hereinunder
mentioned, unless sufficient evidence be
meanwhile adduced to the contrary.
The adjusted boundary line between the
Mataongaonga and Matarawa Highway
Districts will commence from the spur of
the ridge running in Mr. Wallace’s section, and
continue to the top of it following the
ridge until the saddle is reached behind
Mr. Gregor McGregor’s old whare, and
thence forward in nearly a straight line
including Mr. Lynd’s, to the Ohawera
stream, following it to the Wangaehu.
The adjusted boundary line between the
Mataongaonga and Makirikiri Highway
District is the Kukuta stream from the
river bank to the N. E. angle of the Wai-
pakura reserve, following the South line of
Mr. Greenway’s (late Mr. Speed’s) land as
far as the Tawai tree, and from thence to
Oeta, Wangaehu.

tion of six months from the date of the publica-
tion hereof, the boundaries of the above
districts will be altered as hereinunder
mentioned, unless sufficient evidence be
meanwhile adduced to the contrary.
The boundaries of the Carterton High-
way Board will commence at the junction
of the Maungataurera stream with the
Waiohine river, thence up the Maunga-
taurera stream until it meets a line being
a continuation of the Southern boundary
of sections 172, 145, 171, 89, and 1,
Taratahi Plain Block, thence along the
said line to the South Eastern corner of
section No. 1, Taratahi Plain Block,
thence on a Magnetic Bearing of 215°
31’ until it strikes the Waiohine river,
thence up the Waiohine river to the start-
ing point, and the boundaries of the Tara-
tahi Highway District will be altered
accordingly.
