Rules of Small Farm Association
(as passed by the Provincial Council, June, 1866.)

  1. The speedy occupation of the Manawatu Block by an agricultural population is highly desirable and to be encouraged.

  2. That in order to carry out the intention expressed in clause 4 of the Amended Land Regulations, and to provide for the speedy settlement and occupation of the land, a strict rule enforcing such occupation should be embodied in the rules of any Small Farm Association, and no intention to occupy should be a test of profitable membership in any such Association.

  3. The Superintendent will reserve a block, not exceeding 30,000 acres, selected by the Association, and will also annex a block for the purpose of commonage, as prescribed in clause 5 of the Amended Land Regulations.

  4. Will make the main road through the block; and lay off bye-roads, seventy-five links at least in width, also execute all necessary surveys, and lay off any reserves necessary for public purposes.

  5. Three years to be computed from the date of a Proclamation, to be issued by His Honor the Superintendent, handing over the block to the Small Farm Association; provided that at the date of such Proclamation, the surveys and the main road are in a sufficiently forward state to allow of the occupation of the block.

  6. One pound per acre to be paid by the Association as each section is taken for occupation by a member of the Association: such price to include the cost of detailed surveys, the making of main road through the block, laying off of bye-roads, and to cover cost of land for public reserves.

  7. Each member shall be entitled to a Crown Grant at the expiration of eighteen months after payment of the said amount of purchase money; provided he shall have been in bona fide occupation of the land for twelve months out of the said eighteen months; such occupation being by himself, his son, or his servant.

  8. In the event of the death of a member, then such occupation may be by his heirs, executors, or administrators of such deceased member.

  9. Such occupation shall include the enclosure of at least five acres of land, with a substantial fence, and the erection of a tenement of the value of £10 at least.

  10. The bona fide character of the occupation shall be certified to by two visiting Commissioners, one appointed by the Superintendent and one by the Trustees of the Association, with power to appoint a referee; and it shall be necessary to produce such certificate before the Crown Lands Commissioner before the applicant shall be entitled to receive a Crown Grant.

  11. No Crown Grant or Grants shall be issued to any one member of the Association for more than 200 acres in the aggregate.
