NOTE.—Latterly many farmers seem inclined not to wait until their flocks are actually scabby, but to give notice when there is any reasonable probability of their flocks becoming infected. Thus, Mr. Simpson, Mr. Bruce, Mr. Coombe, Mr. McLean, Mr. McIvor, and Mr. Johnston, gave notice of scab, merely in consequence of a scabby sheep having strayed for a few hours on to the land usually occupied by them as a sheep-run. The notice in these six cases is, in fact, nothing more than a warning to the neighbourhood that the flocks in question have incurred risk of infection, and that it is not safe for the present to remove sheep from any of them; and I feel certain that if all would follow the example thus set, the disease would very soon be eradicated altogether from the district. During the past year great efforts have been made by farmers to clean their scabby flocks. So much so that out of 18 flocks reported in October, 1864, 16 flocks have since been cleaned; but in the meantime neighbouring flocks had become infected, and so the disease has been perpetuated—proving the exact truth of Mr. Carr’s remarks in his “Prize Essay on Scab in Sheep,” published in Victoria. He says:—

“After the discovery of scab in their flocks, sheep owners frequently defer dressing them for long periods. Besides the risk of infection to neighbouring flocks, resulting from this neglect, and the chance of re-infection from their very neighbours at a future day, such delay of itself enhances the difficulty of a cure.”

As I propose, however, very shortly to submit for your consideration several amendments which would, I think, make our Act more suitable to the circumstances of this district, I need say no more on the subject now.
