revenue, £1456; and the territorial revenue, at
£48,000, giving a total income for the year, of
£136,881.
The appropriations proposed are these:—For
the ordinary expenses of Government, £18,596;
permanent appropriations, comprising interest
on Loans, Sinking Fund, &c., £14,650, giving a
total ordinary expenditure of £33,246. Under
the head of Public Works and Undertakings,
Land Purchase and Crown Lands Departments
£1,755; Surveys, £7,580; Engineers Depart-
ment, £2,673 15s., giving a total expenditure for
Public Works and Undertakings of £12,008.
Under the head of Sundry Undertakings—
Schools, £2,200; Council Library, £150; Obser-
vatory and Time Ball, £250; Geological Survey
and Exploration, £300; Ferries, £400; Steam
Subsidy, £1,250; Furniture, Repairs, and Insu-
rance, £400; Toll gate keeper, £150; subsidy
for Cobbs’ coaches to Wanganui, £500, and
Wharf and Warehouse, £1,500, making the
total expenditure under this head £7,100.
Under the head of roads—Repairs, £4,500;
Featherston to Masterton, £1,500; Masterton to
Castle Point, £1,500; Featherston to
Waihonga, £1,500; Rimutaka, £500; Rangitiki
to Wanganui, £1000; Manawatu, £4000.
Grants in aid, £15,000, and the following
Special Grants, provided district Boards
are formed, and taxes levied:—Matarawa,
£500; No. 3 Line, Wanganui, £500; Upper
Rangitikei, £500; Turakina Valley, £300;
Brunswick and Great Western Lines (Wanganui)
£300; Kahutearonga, £300; Lower Rangi-
tikei, £200; North Makara, £200; South
Makara, £100; Masterton, £300; Whareama,
£500; Horokiwi, £50; Wai-nui-o-mata, £500;
Western Hutt district, No. 2, £300; Belmont,
£150; Kai-warra, £125, giving a total expen-
diture on roads of £34,025.
Under the head of sundry works—Houses for
pilots, and removal of pilot and signal stations,
£1000; light-house, on Somes’ Island, £1000;
rifle prizes, £200; piling and improving naviga-
tion of Wanganui river, £1000; house for native
chiefs, £500; wharf at Wanganui, £750; Court-
house, at Turakina, £250; electric telegraph to
Wanganui, £5000; Wanganui bridge, £7,500;
Wanganui Gaol, £500; strengthening Turakina
bridge, £200; Wangaehu, £400; Kai-wara
bridge, £500; Mountua monument, £500;
purchase of Wesleyan reserve, £3,500; printing
Acts of Council, £295; Provincial Govern-
ment buildings, £600; immigration,
£4000; extension of and additions to Queen’s
wharf, Wellington, £7,800; purchase of lands
for public purposes, £1000; contingencies, £4000;
reclamation, £5000; giving a total expenditure
under this head of £66,591.
The total estimated expenditure is thus
£156,970; being in excess of the estimated re-
ceipts by £20,081. The explanation is this: of
the £27,800 put down for the Wharf, not more
than £10,000 will be required during the current
financial year and the Trustees of the Wesleyan
Reserve are willing to allow the greatest portion
of the purchase money to remain in the hands
of Government at interest. On the other hand
it must be borne in mind that there is a proba-
bility of a large sum of money being required
for land purchases. Still, if the appropriations
are not increased, I believe there will be no
difficulty in providing funds for land pur-
chases.
I need scarcely ask you to join me in an ex-
pression of thanks to His Honor Mr. Justice
Johnston for his kind and considerate courtesy
in placing the Supreme Court at my disposal for
the purposes of the present session, for in this
you will readily recognise the earnest desire
which His Honor has ever evinced to promote
the public interests.
Having thus placed before you the present
position of the Province, which I cannot help
feeling will be regarded by you as fully justifying
the congratulations I have already tendered to
you; having cursorily indicated the measures in-
tended to be submitted to you, I have simply to
assure you of my readiness to cordially co-operate
with you in any other measures which you may
deem calculated to promote the interests of the
Province, in the prosperity and advancement of
which we are so deeply concerned.
