Recovery of Persons apparently Drowned.
Provincial Secretary’s Office,
Wellington, 25th August, 1864.
Copies of the following rules for the recovery of persons apparently drowned, printed in conspicuous type for posting on walls, will be forwarded on application.
J. Woodward,
Acting Provincial Secretary.
RULES for the recovery of persons apparently drowned.
Upon the first alarm send for medical aid, blankets, and warm clothing.
1st. Immediately upon recovering the body from the water, place it on its side in the boat with one arm supporting the head, so as not to raise it too much, that fluid may escape from the mouth, which cleanse and wipe, as also the nostrils. If the weather be not severe, expose the face, neck, and chest to the breeze, at the same time rubbing, until dry and warm, any part of the body it may be possible to get at.
2nd. Upon landing the body immediately strip it of the wet clothes and quickly rub it dry, covering it with the spare clothing of the bystanders till a warm bed or blankets can be procured. Place it gently on the face, with one arm supporting the forehead and a folded coat under the chest. Turn the body, gently but completely, on to its side, and then briskly back on the face, repeating these movements quietly and regularly about fifteen times in the minute, each time when turning the body on to the face press firmly and equally upon the ribs, but relieve this pressure entirely upon bringing the body back to its side, at the same time an assistant may rub the limbs upwards with firm pressure.
After breathing has been restored, and not until then, give first a tea-spoonful of warm water, and afterwards small quantities of wine, brandy and water, or coffee.
