I have the honor to enclose for your information a copy of a Despatch addressed to the Governor by the Secretary of State for the Colonies, with its enclosures, respecting the proceedings taken against the master of the emigrant ship “Ann Wilson,” for breaches of the Passengers’ Act.

I have to inform you that copies of your despatches of the numbers and dates noted in the margin, on the subject of the proceedings taken against the July ’57.

Master of the emigrant ship “Ann Wilson,” for certain breaches of the Passengers’ Act, were referred to the Colonial Land and Emigration Commissioners,
and I enclose for your information a copy of the report which was received 22nd December in reply from that Board.
You will perceive that the Commissioners, after a full consideration of the evidence before them, were of opinion that the Law Officers of the Crown should be consulted on certain points connected with the question which had thus arisen, and that, with this object, they submitted the draft of a case which by my predecessor’s desire was sent to the Law Officers for report.
