The establishment of one agency for the whole of the settlements, would prevent injurious competition and prove considerably cheaper.

The enclosed statement of my expenditure will, I trust, be viewed favourably by the Government; while I regret that with an increased expense less results have followed, I should have felt myself blameable had I, from fear of spending an extra ten or twelve pounds, neglected to turn over every stone that seemed to promise success.
