ADDRESS OF HIS HONOR THE SUPERINTENDENT TO THE MEMBERS OF THE PROVINCIAL COUNCIL, DELIVERED TUESDAY, JANUARY 12, 1875.

I have called you together at the present time in order that I may submit for your consideration a Bill to create a Harbour Board, and endow the Board with one-fourth of our land revenue for the purpose of constructing a harbour at New Plymouth.
The making of a harbour at this place is essential for the developing of the resources of the Province, as it is necessary to have a convenient depot where we may exchange our products for foreign supplies at the smallest possible cost for transit, and freely trade with all parts of the world; and now that the tide of immigration is about to set in to our shore and the influx of people is likely to be great, it is our bounden duty to give all possible convenience and facilities to passenger traffic. This, it is hoped, will gradually remove the exaggerated statements of the danger likely to result to persons coming to our shores, so detrimental to the advancement of the Province and the introduction of the best class of free immigrants, viz., merchants and small capitalists.
The recent acquisition of large tracts of land from the natives who but a few years since were in rebellion, indicates the great change in their feelings towards us, and the constructing of a main line of railway through our Province which will open up for sale and settlement the rich forest lands from this to Patea, warrants me in expressing my firm belief that the making of a harbour at New Plymouth is now no longer a matter of doubt. I feel assured that the very act of commencing the work in a practical manner will at once raise the market value of all our lands, and thus not only aid in furnishing funds for its construction, but will enhance the value of the waste lands beyond that which will be required for the carrying out of the work.
The Legislature of the Colony having placed at the disposal of the General Government Β£20,000 to cover the expenditure incidental for the opening up and locating immigrants on our waste lands, I have accepted the duty as Agent of the General Government of the administration of this money.
