THE following Provincial Hospital Regulations are published for general information.

RULES AND REGULATIONS

FOR THE MANAGEMENT OF THE PROVINCIAL HOSPITAL—

DATED 24th AUGUST, 1872.

  1. All persons requiring Medical assistance either as in-door or out-door patients must present themselves at the Hospital for admittance or attendance as out-door patients.

  2. The House Steward will receive them and afford all temporary or urgent relief they may require, and forthwith report their arrival to the Medical Officer.

  3. All applicants able to pay for their board and lodging and medical treatment at the Hospital, must sign an agreement to do so, at the rate of two shillings per day while in the Hospital, in the presence of the Medical Officer or House Steward.

  4. All applicants who may state their inability to pay such charges will have their circumstances enquired into, and should any deception be found to have been practiced, they will be expelled from the Hospital by the Medical Officer.

  5. No person will be allowed, under any pretence whatever, to remain in the Hospital after he has been discharged by the Medical Officer.

  6. Any patients absenting themselves from the Hospital without leave from the Surgeon or House Steward, shall be at once struck off the books.

  7. Swearing and profane language is strictly prohibited, and every duty is to be performed with the least possible noise, especially at night.

  8. Convalescent patients will be required to assist the House Steward in looking after helpless patients, and in keeping the Hospital and premises clean.

  9. The House Steward will in all cases receive and obey the orders of the Medical Officer respecting Hospital duty, and in cases of emergency, or in the absence of the Medical Officer, of the chairman of the Board.

  10. Patients of the Native race will be admitted and treated medically, free of charge.

  11. The House Steward will keep the accounts and records of the Hospital according to instructions he may receive from the chairman of the Board, and shall keep the accounts of the cost of the paying, gratuitous, and lunatic patients, separately.

  12. The chairman of the Board is alone authorised to draw upon the funds of the Hospital for the payment of the salaries of House Steward, Matron, and rations required for the use of the patients and establishment, and also for all other charges and expenses after they have been approved by the Board of Trustees.

  13. The Chairman shall summon quarterly meetings of the Board, and at all times when required to do so, in writing, by two Trustees.
