be; some of these difficulties are now in the course of removal.
The Provincial Council has had before it during the present year a Bill to confirm the re-selections made under the provisions of the Compensation and Consolidation Ordinances of 1859 as well as some reselections since made, for the further consolidation of the Town lands.
This Bill after passing a second reading was withdrawn by the Government, and a measure of a more comprehensive form has been substituted.
The new Bill whilst confirming the exchanges made as contemplated by the former measure will be a register of every exchange of Town land not found in the land register of the Province to the present time, and with the land register is designed to form a complete index of public and private lands in the Town.
It will therefore be seen that the work is one requiring much care, and that it is better that some of the Reserves should remain idle for a time than that the work should be unduly hastened. The Schedules to the new Bill which has passed a second reading and through Committee of the whole Council are about three-fourths completed and will shortly be laid before the Council.
The Government also intends proposing to the Provincial Council such amendments in the Ordinance, 1862, as will give more freedom of action to the Board, and at the same time secure the interests of the trust; a clause giving the Board power in special cases to exchange or sell, if first approved by resolution of the Provincial Council, would, it is submitted be a great improvement on the present measure.
Should the restriction referred to be removed, it is not doubted that at the end of the year 1863, a more favourable progress may be reported.
