RULES AND REGULATIONS

FOR THE DELIVERY AND OPENING OF TENDERS FOR PUBLIC WORKS IN THE PROVINCE OF SOUTHLAND.

  1. — Tenders to be delivered into a box provided for the purpose at the office of the Superintendent not later than 12 o’clock noon of the day on which the same are to be opened. Any tenders which may be received after that hour will not be considered.

  2. — Tenders considered to deposit with Provincial Treasurer before delivery of their respective tenders a sum of money, the amount of which will be stated in each specification, as an instalment of the final deposit (which latter shall in no case be less than £10 per cent on the amount of tender) as a guarantee of the good faith of the person or persons contracting.

  3. — On all occasions the tenders submitted will be opened by a member of the Government, and in the presence of the contractors, should they attend at the time appointed.

  4. — When tenders shall have been opened and finally decided upon, the deposits of unsuccessful tenderers will be returned, on production at the Treasury of deposit receipts, and the name of the contractor, or contractors, whose tender shall have been accepted, posted in a conspicuous place in front of the Government Offices; and he, or they, as the case may be, will be required to attend at the office of the Superintendent within twenty-four hours thereafter, to ratify the contract, on pain of the forfeiture of the amount of deposit and of the contract, and of being precluded from the performance of any works for the Provincial Government for a period of not less than six months therefrom.

  5. — It shall be at the option of the Government what proportion (if any) of the whole amount of security shall be given by personal bond.

  6. — The Government reserves to itself the option of declining to accept the lowest or any tender.

  7. — Tenders for all public works will be published in the “Southland Provincial Government Gazette” as soon as conveniently may be after the contracts for the same shall have been fully and finally ratified.

  8. — The foregoing regulations shall take effect on and after the first day of March next ensuing.
