WHEREAS by the 4th Section of the “Roads’ Ordinance, 1862,” it is enacted that “Whenever it shall appear to the satisfaction of the Superintendent that a population of not less than two hundred reside in any district of not less than ten thousand acres in area; or if a majority of the inhabitants of such district shall petition the Super-
