Invercargill, January 18th, 1867.
To the Speaker of the Provincial Council, Southland.

SIR,—In compliance with the provisions of the “Provincial Audit Act, 1861,” and of the “Provincial Audit Act, 1866,” I have the honor to transmit a statement of the receipts and disbursements of the Province for the six months ended 30th June, 1866, together with a balance sheet showing the liabilities and permanent debts at that date; and a statement of the receipts and disbursements of the Province for the six months ending 31st December, 1866, together with a balance sheet showing the liabilities and permanent debts at that date.

These two statements, together, present a clear account of transactions for the year 1866, and I proceed to notice the very few items that can need explanation.

RECEIPTS FOR PERIOD ENDING 30TH JUNE.

General Government to pay Expedition to Auckland, £752 15s. 6d.—In the period ending the 31st December, 1865, the General Government undertook if the Province sent the steamer Southland to the Auckland Islands in search of shipwrecked persons, to repay the cost of the expedition: the cost was £752 15s. 6d., which was refunded as shown.

Unpaid Cheques refunded, £782 3s. 8d.—At the time the Government cheques were refused payment at the Banks, cheques to this amount which had passed Audit were not of course issued, and were refunded in this period.

Refund, Morrison, Law & Co., £200.—Having a lien on some railway plant for £679 0s. 6d. for immigrants’ passage money, and a part of this plant being required for the works, £200 was lodged with them as security (shown on other side in Unauthorised Expenditure), and on settlement of their claim, deposit refunded as shown.
