REPORT ON SOUTHLAND RAILWAYS.

Invercargill, 10th October, 1864.

Sir,β€”I have, within the last few days, made an inspection of the Railways now in progress in this Province, and now beg, in compliance with your instructions of 20th ult., to submit my report on the present state of the works.

Goods landed and shipped at the ports of Invercargill, which include the exports and imports of the greater part of the Province of Southland, and a considerable portion of the adjoining Province of Otago, proceed as follows:β€”

To Invercargill jetty, situated on a tributary of the river Oreti, by coasters and small steam vessels drawing not more than ten feet of water, and by lighters to and from the lower ports. The jetty can only be approached within a short time of high water, and the vessels must take the ground each tide.

To the port of Mokomoko, situated on the river Oreti about six miles below Invercargill, where there is good anchorage, vessels of perhaps 400 tons burden may enter the river and receive or discharge goods alongside the pier, in a depth of 15 feet, low water spring tides; the goods are conveyed at present between Invercargill and Mokomoko anchorage, by lighters.

And to the Bluff Harbour, distant about 19 miles by land from Invercargill, in which vessels of a large class may anchor in safety, and receive or discharge cargo alongside the wharf in 12 feet low water, spring tides.

At present goods are conveyed between Invercargill and Bluff Harbour, by small steamer and lighter. From its greater facility of access, and depth of water, Bluff Harbour must always command the
