ADDRESS

OF HIS HONOR THE SUPERINTENDENT,
ON CLOSING THE SIXTH SESSION OF THE
PROVINCIAL COUNCIL OF SOUTHLAND.

Gentlemen of the Provincial Council,

I have to congratulate you on having brought to a conclusion the engrossing labours of a protracted session.

The following Bills which you have passed, namely:--

"The Electric Telegraph Ordinance,"
"Debentures Ordinance, 1863, Amendment Ordinance, 1864,"
"Debentures Ordinance No. 1, 1864,"
"Debentures Ordinance No. 2, 1864,"
"Town of Invercargill Debentures Ordinance, 1864,"
"Invercargill Town Board Ordinance, 1863, Amendment Ordinance, 1864,"
"Appropriation Ordinance, No. 1, 1864,"
"Appropriation Ordinance, No. 2, 1864,"
"Appropriation Ordinance No. 3, 1864,"
"Pig and Poultry Nuisance Ordinance, 1864,"
"Impounding Ordinance, 1864,"

I reserve for the assent of His Excellency the Governor, to whom they will be transmitted, accompanied with the expression of my concurrence therein.

The following Bills which you have also passed, namely:
The "Provincial Government Ordinance," and the "Representation Ordinance," I do not concur in, and I have now to declare that I withhold from them the assent of the Governor.

It is now my duty to release you from further attendance, and I therefore declare that this Council is Prorogued.

to be an Inspector of Cattle, in the Province of Southland, under the provisions of the "Diseased Cattle Act, 1861."

By His Excellency Sir George Grey, Knight, Commander of the Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice Admiral of the same, &c., &c.

WHEREAS by the "Definition of Districts Act, 1858," the Governor is empowered from time to time.
