NOTICE.
INVERCARGILL JETTY.
In pursuance of the power vested in the Superintendent by the "Jetties and Wharves Ordinance, 1858" I, Nathanael Chalmers, Deputy Superintendent of the Province of Southland, with the advice and consent of the Executive Council of the said Province do hereby make the following Regulations for the Management of the Jetties and Wharves in the Port of Invercargill in the said Province: And I do hereby declare that such Regulations shall come into force on the 10th December next ensuing.

REGULATIONS.
Duty of the Several Officers.

The Officer in charge of the Warehouse will also take charge of the Platform, and will receive Goods from the Officer in charge of the Trucks; and will receive from him a Truck Note, which he will see compared with the contents; sign the note and file it. He will superintend, likewise, the delivery of all goods to the drays, for which the Platform Clerk will take receipts under his orders; he also will take charge of the sorting of goods, and he will be responsible for the careful handling of the same while in his charge, and for the correct delivery of goods to the Consignees.

The Officer in charge of the Trucks will superintend the loading and discharging of all goods on the trucks, and the transport of the trucks to and fro, and will receive notes from the Jetty Clerks with each truck which he will deliver to the Officer in charge of the Warehouse and Platform; he will be responsible for the careful handling of all goods while under his charge.

The Platform Clerk will take note of all goods discharged from the trucks to the Platform and vice versa, and will take receipts from the draymen for the goods they remove, which he will exchange to the Consignee, or his representative, for a receipt in full.

The Jetty Clerks will take a strict account of all goods discharged from the vessel or vessels under their charge, particularising the apparent external condition of the packages, and to give receipts to the Master of the vessel for the goods landed as they are trucked, and will deliver to the Officer in charge of the trucks a list of the goods contained in each truck; he shall also deliver twice each day, namely, at 12 o’clock noon, and when the Lighter’s hatches are closed, a list of all the goods discharged that day, up to the hour of giving in the list.

The Office Clerk will receive all sums due as Jetty Dues on all goods in vessels, and extra Jetty Dues on goods, and he will keep a complete set of books. He will also post up each morning, before business hours, on a board provided for the purpose, a list of all goods in the Lock-up Warehouse, and all goods alongside the Jetty in craft, and before 1 p.m. he will correct that list for all goods discharged that morning, also to keep account of the men’s time and wages.

Hours of attendance of Clerks &c. ordinarily from 8 a.m. till 5 p.m., but should the exigencies of the business require a further attendance, all employees will be required to give it.
Clerks.

No Clerk, on any pretence, to leave the vessel or vessels, the discharge of goods from which he is for the time being taking account of, excepting during the mealtime.

The clerk in attendance upon vessels to give the Master a receipt upon the form provided for the purpose for each truck load, and also to deliver to the officer in charge of the trucks a list of the goods in each truck.

In cases of disputed tally, the Clerk will immediately refer the matter to the Wharfinger, and the Master of the vessel may turn over such goods as are disputed and retally them, he paying the expense should his account be found incorrect.

In case any Master shall continue to land goods after he has been directed to desist for the time the Clerk shall immediately report the matter to the Wharfinger, and refuse a receipt for the goods, pending settlement of the matter.
Masters of Vessels.

Masters of vessels will at all times be required to comply with the directions of the Wharfinger while alongside the Jetty, and for refusal to comply with his orders, or for obstructing any officer of the Jetty in the discharge of his duty, his license shall be suspended.

When any vessel arrives alongside the Jetty, the Master shall render to the Wharfinger a true copy of his Manifest or Boat note, stating the number of packages, with their marks, numbers, and description, particularising bonded and dutiable goods from free goods.
