I have the honor to submit for your information the Provincial Balance sheet for the year ending 31st March, 1876, and the Estimates of Revenue and Expenditure for the six months ending 30th September.
In the face of the very complete and detailed statement of the Assets and Liabilities of the Province, as set forth in the Financial Statement, made to the Provincial Council last year by Mr. Turnbull, and looking to the fact that in the interval nothing has occurred materially to affect the figures then presented, I think I will best consult your convenience by leaving the General Balance sheet to speak for itself, and confine the few remarks I have to make to the Revenue and Expenditure of the year just ended, and the Financial proposals for the current six months.
As your Honor is aware, we began the financial year, 1875-6, with a balance to the credit of the Province of £64,976 18s. 10d., and by reference to the accounts now presented you will notice that we end the year with a balance of £68,396 6s. 6d., at the debit of the Province.
From the Abstract of Revenue appended it will be seen that the amount actually received for the year falls short of the estimated amount by £92702 9s. 1d. This is rather a serious deficiency, and at first sight might lead to the supposition that your Executive had taken too sanguine a view of the Revenue to be expected, but a glance at the Abstract will show you that of this deficiency almost the whole is traceable to causes outside the Province and beyond our control. Under the head of “Receipts from General Government” three items sum up a deficiency of £3865 18s. 6d. Another item, “Sales of Government Buildings and Land” shows a deficiency of £20920 0s. 9d.; this is an amount that there was every reason to expect from the General Government during last financial year on account of Reclaimed Land taken for railway purposes in Dunedin and Port Chalmers, but as regards which, up to the present, we have merely received information that a small portion has reached the stage of being “Scheduled for Payment,” and in respect of the balance, a promise that the claim will be looked into. Again there is a deficiency under the head of “Crown Lands” of £31,652 7s. 7d. This has arisen from loss of time in proclaiming the hundreds passed last session of the Provincial Council, and the consequent delay in completing the surveys, the result being that we are only now selling the hundreds that ought properly to have come into last year’s Revenue. If you sum up these three items, you will find that of the deficiency of £92,702 9s. 1d., £91,024 6s. 10d. is due to the causes just indicated.
