PROCLAMATION
By His Honor John Theodore Thomas Boyd, Esquire,
Deputy-Superintendent of the Province of Otago.
WHEREAS by "The Highway Boards Empowering Act 1871," it is enacted that the Superintendent of any Province, upon the recommendation of the Provincial Council, may from time to time by proclamation declare that any or all of the parts of the said Act numbered two, three, four, five, six, and seven, shall extend and apply to any highway district constituted or to be constituted by or under any Provincial Act heretofore or thereafter to be passed or to the inhabitants, ratepayers, or governing body of any such district as the case may require; and upon such day as shall be fixed in and by any such proclamation the part or parts therein specified shall be in force as to such highway district, or with regard to the inhabitants, ratepayers, or governing body of such district as the case may require.
And whereas the Provincial Council of the Province of Otago has recommended the Superintendent of the said Province of Otago to declare that the parts of the said "Highway Boards Empowering Act 1871" numbered two, three, four, five, six, and seven, shall extend and apply to any highway district constituted or to be constituted under the "Otago Roads Ordinance 1871."
And whereas by proclamation bearing date the nineteenth day of July, one thousand eight hundred and seventy-three, His Honor James Macandrew, Esquire, Superintendent of the Province of Otago, under and by virtue of "The Superintendent’s Deputy Act 1866," did appoint me, John Theodore Thomas Boyd, to be his Deputy, and as such to do, perform, and exercise all the acts, powers, and authorities (except as is expected in the seventh clause of the said Act) which might be done, performed, or exercised by him, the said James Macandrew, as such Superintendent of the said Province as aforesaid.
Now, therefore, I, the said John Theodore Thomas Boyd, Deputy-Superintendent of the said Province of Otago, by virtue, and in exercise of the powers in this behalf vested in me by the said "Highway Boards Empowering Act 1871," do hereby proclaim and declare that from and after this date all those parts of the said "Highway Boards Empowering Act 1871" numbered respectively two, three, four, five, six, and seven, shall extend and apply to all and every highway district constituted or to be constituted under the said "Otago Roads Ordinance 1871."
Given under my hand, and issued under the public seal of the Province of Otago, at Dunedin, this nineteenth day of August, one thousand eight hundred and seventy-three.

PROCLAMATION
Of Regulations under Section 169 of "The Otago Waste Lands Act 1872," relative to the planting of land with forest trees.
By His Honor John Theodore Thomas Boyd, Deputy-Superintendent of the Province of Otago.
WHEREAS by section 169 of "The Otago Waste Lands Act 1872," it is enacted that it shall be lawful for the Superintendent, by Proclamation in the Provincial Gazette from time to time to prescribe the conditions and regulations under which the Waste Lands Board shall grant licenses to occupy allotments to persons who may be willing to plant the same with forest trees: And whereas by Proclamation bearing date the 19th day of July, 1873, His Honor James Macandrew, Esquire, Superintendent of the Province of Otago, under and by virtue of "The Superintendent’s Deputy Act 1866," did appoint me, John Theodore Thomas Boyd, to be his Deputy, and as such to perform and exercise all the acts, powers, and authorities (except as is expected in the seventh clause of the said Act) which might be done, performed or exercised by him, the said James Macandrew, as such Superintendent of the said Province as aforesaid.
Now, therefore, I, John Theodore Thomas Boyd, Deputy-Superintendent of the Province of Otago, by virtue, and in exercise of the powers in this behalf vested in me by the said section of "The Otago Waste Lands Act 1872," and of every or any other power in this behalf enabling me, do hereby proclaim the following Regulations to be those under which the Waste Lands Board shall grant licenses for land to be planted with forest trees.
Regulations.
- The land planted must be securely fenced.
- The land must be devoted to planting for at least five years, and as provided by section 2 of the "Forest Trees Planting Encouragement Act 1871 Amendment Act 1872," if root crops are cultivated among the forest trees planted on any land, such land shall not, by reason only of such crops being cultivated, be deemed to be not devoted only to purposes of planting.
- The number of trees planted must be at the rate of not less than five hundred per acre.
- The trees must be of an average height of two feet, except in the case of gum, wattle, poplar or willow, which must be of an average height of six feet, and must be in a vigorous and healthy state when the Crown Grant of the land is applied for.
- As soon as the land is fenced, and the trees planted, a report must be sent to the Secretary for Lands, who will cause inspection of the same to be made; from the date of which, if duly certified, the five years will be calculated.
- The fulfilment of the conditions above prescribed shall be ascertained, and shall be certified in the form annexed by an officer appointed by the Superintendent. Upon the receipt of such certificate, the Superintendent may either issue his own certificate to the Waste Lands Board, or he may, if he thinks fit, cause further enquiry to be made into the facts of the case.
Form of Certificate.
I, A. B., do hereby certify, after personal inspection of plantations made by C. D., that acres of land have been planted by him, in accordance with the statements contained in the application of , 187_, that the conditions imposed under the Regulations issued under the "Otago Waste Lands Act 1872" have been faithfully complied with, and that he is entitled under the provisions of the said Act, to receive a Crown Grant.

PUBLIC NOTIFICATION
In conformity to the 29th section of the "Gold Fields Act 1866," and to the Regulations made under that Act and the Gold Fields Acts Amendment Acts of 1867, 1868, and 1869, for the granting of leases for gold mining purposes within the Province of Otago, it is hereby notified that it is intended to grant a lease for gold mining purposes of Crown lands to the applicant specified in the annexed schedule, unless there shall be valid objections against granting such lease.
Objections to the granting of such lease, stating the grounds of objection, must be made in writing and lodged with the Warden at Queenstown on or before the 29th day of August, 1873.
Copy of the application made, and plans annexed, may be seen at the Warden’s Office at Queenstown.

PUBLIC NOTIFICATION
