Rules relative to Remission of Sentences of Prisoners confined in Gaols and Penal Establishments in New Zealand.

PETITIONS from Prisoners for remission of sentences on the ground of industry and good conduct will be entertained after the expiration of the following proportions of their sentences:—
- Several sentences for less than six months each, if amounting in the aggregate to six months or upwards; and sentences of six months, and not exceeding twelve months, four-fifths.
- Sentences exceeding twelve months, and not exceeding two years, three-fourths.
- Sentences of upwards of two years, two-thirds.
- Sentences for life, ten years.
Such petitions will be forwarded by the Gaoler to the Judge or Justice who sentenced the prisoner, who will forward the same with his report thereon, if a Judge of the Supreme Court, to the Colonial Secretary, or if a Judge of a District Court, or a Magistrate, to the Minister of Justice, for the consideration of His Excellency the Governor. Such Petitions must be accompanied by a report from the Gaoler stating whether the conduct of the applicant has been (1) “ordinary,” (2) “good,” or (3) “very good,” during the period of his imprisonment; whether he has been habitually industrious; what punishment he has been awarded therefor, and whether he has been previously convicted either in this Colony or elsewhere, all of which circumstances will be taken into consideration in granting a remission of sentence. The Gaoler must also procure and send with his report a certificate from a Visiting Justice, to the effect, that he believes the Gaoler’s report to be correct.

Petitions for remission on other grounds than that of industry and good conduct may be made at any time, and should be transmitted in the same manner.

BLACK’S DISTRICT
Comprises all that area bounded by a line proceeding from the Dunstan mountains in a south-easterly direction to and along Lauder creek to the Manuherikia river, and along the Manuherikia river to the junction of Ida burn; thence along Ida burn to the junction of Pool burn; thence in a direct line south-easterly to Rough ridge; thence southerly to South Roughridge hill; thence along the north-eastern boundary of Manuherikia Registration District to Chatto burn; thence north-westerly along Chatto burn to its source; thence in a direct line to Leaning Rock hill; and thence north-easterly along the Dunstan mountains to the starting point.
BLACKSTONE DISTRICT
Comprises all that area bounded by a line proceeding due east from Mount St. Bathans to the Hawkdun mountains; thence south-easterly along the Hawkdun mountains to Mount Ida; thence south-westerly along Roughridge to the north-eastern boundary of Blacks Registration District; thence north-westerly along the said boundary to the Dunstan mountains; and thence north-easterly along the Dunstan mountains to Mount St. Bathans, the starting point.
DUNSTAN DISTRICT
Comprises all that area bounded by a line proceeding from the north-western boundary of Manuherikia Registration District along Chatto burn to the Dunstan mountains; thence along the Dunstan mountains south-westerly to the Clutha river; across the Clutha river and over Cairnmuir hill to the Carrick ranges, and by the Carrick ranges to the Kawarau river; thence by the Kawarau river to a point due north of Ben Nevis; thence by the range to Lorn peak; thence by the Nokomai and Switzers and Manuherikia districts to the starting point.
Section 111 of “The Resident Magistrates Act 1867” brought into operation.

A PROCLAMATION
WHEREAS by “The Resident Magistrates Act 1867,” it is enacted that it shall be lawful for the Governor, from time to time, by Proclamation in the New Zealand Gazette, to declare that, from a day to be in such Proclamation fixed, sections one hundred and five to one hundred and fifteen of the said Act (both inclusive), or such of those sections as shall in such Proclamation be specified, shall come into operation in such districts of the Colony as shall be in such Proclamation specified, and until so proclaimed, and in places not included in any such district, such sections shall not be in force; and, by like Proclamation, to alter or re-define any such districts or cancel any Proclamation so declaring such sections or any of them to have come into force: And whereas by a Proclamation bearing date the twelfth day of February, one thousand eight hundred and sixty-eight, His Excellency the Governor did proclaim and declare that the sections therein mentioned should, from the seventh day of March, one thousand eight hundred and sixty-eight, come into operation in the district hereinafter mentioned, as also in certain other districts therein mentioned: And whereas it is expedient that section one hundred and eleven of the said Act should also be brought into operation within the district hereinafter named:
Now therefore I, Sir George Ferguson Bowen, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me in this behalf, do hereby proclaim and declare that, in addition to the sections by the said in part recited Proclamation of the twelfth day of February, one thousand eight hundred and sixty-eight, brought into operation.
