found it next to impossible to compel all to clean their sheep without oppressing individuals who were doing everything in their power to get rid of the disease.
To meet such cases as the above it would be necessary for the Inspector to have the power to compel owners of diseased sheep in a commonage to confine them in some safe place until they are free from disease.

- 1859-60 include sheep within the Province of Southland, at that time a portion of Otago. Up to 1867 the returns did not distinguish between sheep on Runs or freehold, so it was impossible to state on what kind of property the sheep were depastured.
