Gentlemen

— as a general rule, I think it will be found that divided responsibility is not conducive to efficient and economical administration.

Gentlemen — I feel persuaded, could we see our way to examine the important functions which have been conferred upon us as a Province, without the formality of Parliamentary Government, "with its outs and its ins," and its ministerial crises — that instead of circumlocution, we should have direct action, and the public service would be conducted with more vigor and at less cost. I think that this might be effected without substantially diminishing that responsibility of the Executive to the Legislature, of which the latter is naturally and properly so tenacious.

Gentlemen — I shall not trespass upon your patience further than to express my earnest hope that, if any change does take place in our system of Government, it may be for the better and not for the worse — change not forced upon us from without, but which shall spontaneously emanate from the intelligent consciousness of the people throughout the Province.

Gentlemen, I now declare this Council prorogued, and it stands prorogued accordingly.

PROCLAMATION

Appointing William Alexander Tolmie, Esq., to be Deputy-Superintendent of the Province of Otago.

By His Honor James Macandrew, Esquire, Superintendent of the Province of Otago.

WHEREAS by an Act of the General Assembly of New Zealand, intituled the “Superintendent’s Deputy Act 1866,” it is, amongst other things enacted that it shall be lawful for the Superintendent of any Province, by Proclamation to be published in the Government Gazette of such Province, to appoint such person as he may think fit, being an inhabitant of such Province and being registered as an elector on the Electoral Roll of some Electoral District within such Province, to be his Deputy, and as such to do, perform and exercise all the acts, powers, and authorities (except as is excepted in the seventh clause of the said Act) which may be done, performed or exercised by such Superintendent, or such of them only as shall be specified in such Proclamation: And whereas it is expedient that a Deputy-Superintendent should be appointed under the provisions of the said Act:

Now therefore I, James Macandrew, Esquire, Superintendent of the said Province of Otago, do hereby proclaim and declare that I do hereby appoint William Alexander Tolmie, of Dunedin, in the Province of Otago, Esquire, (he being an inhabitant of the said Province of Otago, and being registered as an Elector on the Electoral Roll of the Electoral District of Dunedin,) within the said Province of Otago, as and to be my Deputy, and as such to do, perform, and exercise all the acts, powers, and authorities (except as is excepted in the seventh clause of the said Act) which may be done, performed or exercised by me as such Superintendent of the said Province as aforesaid.

Given under my hand, and issued under the Public Seal of the Province of Otago, at Dunedin, this fourteenth day of June, one thousand eight hundred and seventy.

PUBLIC NOTIFICATION

IN Conformity to the 29th Section of the “Gold Fields Act 1866” and to the Regulations made under that Act and the Gold Fields Acts Amendment Acts of 1867, 1868, and 1869, for the granting of leases for gold mining purposes within the Province of Otago, it is hereby notified that it is intended to grant a lease for gold mining purposes of Crown Lands to the applicant specified in the annexed Schedule, unless there shall be valid objections against granting such lease.

Objections to the granting of such lease, stating the grounds of objection, must be made in writing and lodged with the Warden, at Lawrence on or before the 29th day of June.

Copy of the application made, and plans annexed, may be seen at the Warden’s Office at Lawrence.

Given under my hand, at Dunedin, this fourteenth day of June, one thousand eight hundred and seventy.

SCHEDULE

Samuel Hales and Thomas Hinde, for 3 acres of land situated at the Blue Spur, Gabriels, at present held by them under a mining lease, but which will expire in 6 months from this date.

SHLEY DOWNS ROAD DISTRICT.— Election of Local Board of Road Trustees

In pursuance of the “Otago Roads Ordinance 1865,” and the “Otago Roads Ordinance 1865 Extension and Amendment Ordinance,” I hereby convene a meeting of the persons liable to be rated for roads in the above-named district, such meeting to be held at the house of Mr. Geo. Gibson, within the said district, on Saturday, 6th July, 1870, at noon, for the purpose of electing a Local Board of Road Trustees to serve for the year ending June, 1871.

NOTE.— The attention of ratepayers is specially directed to the 9th, 10th, and 11th Clauses of the “Otago Roads Ordinance 1865” for mode of procedure at electoral meetings.

Notice is hereby given, that the under-mentioned persons have refused to take up the Mining Lease Certificates and Mining Leases issued in their favor:

  • William Arnold, for section 10, Glenorchy District
  • Jeremiah Smith, for section 11, Glenorchy District
  • Jeremiah Smith, section 25, Mid-Wakatipu
  • John Elliott, section 19, block II, Skipper’s Creek District

And the said land is now open for occupation by holders of Miners’ Rights and Business Licences.
