[WITH SUPPLEMENT.]

REPLY TO THE ADDRESS of His Honor the Superintendent at the opening of the Provincial Council, April 22, 1869:

We lament, with your Honor, the serious troubles which prevail in the North Island, and the causes which have led to them, and we fully concur in the opinion that they operate very prejudicially to the progress of this Province.

We shall gladly consider any proposition having for its object the promotion of the construction of the Southern Trunk Railway.

We learn with pleasure that, notwithstanding the adverse circumstances to which the Province has been subjected, Settlement has progressed—that important Public works have been commenced and continued—that effect has been given to the votes of the Council—and that such beneficial results have flowed from the £2 to £1 subsidy to Local Boards, and we are glad to learn that this subsidy might easily have been continued for many years to come.

We notice with gratification that the introduction of Salmon has been a success, and that the Hundreds recommended by us last Session have been proclaimed.

The various measures which you tell us will be introduced, will receive our earnest attention. We recognise their importance, as also that of the great public works to which you refer, the construction of which we shall be glad to see our way to promote.

We shall have very much pleasure in joining with your Honor in offering a suitable and cordial welcome to His Royal Highness the Duke of Edinburgh and His Excellency the Governor.

Passed the Provincial Council, April 23, 1869.

WILLIAM H. REYNOLDS, Speaker.

CHAS. SMITH, Clerk of Council.
