GENERAL ROAD BOARD DEPARTMENT.—
Regulations for Supplementing Local Road Boards, &c.—The following Regulations for supplementing Rates raised by Local Road Boards and Works proposed to be carried out by Private Subscriptions, having been approved by the General Road Board, are now published for general information :—

  1. Any Local Board desirous of availing itself of the money or subsidy voted by the Provincial Council of the Province of Otago, must give notice in form attached to that effect to the Chairman of the General Road Board, and state approximately the amount it is estimated will be raised.

  2. The money or subsidy allowed to any such Local Road Board, will be at the rate of two pounds for every one pound raised by a rate not exceeding one shilling in the pound, or one shilling an acre.

  3. Upon the Treasurer of any Local Board, or other authorised person, paying from time to time to the Provincial Treasury of Otago the amounts raised by rates by such Board, credit will be given for the same, together with two pounds additional for every one pound so paid in.

Note.—It is understood that the amount thus credited will be applied solely to the payment of expenditure which may be incurred on works undertaken by the Local Board.

  1. Payments will be made according to the progress of the Works, upon vouchers signed by two Local Inspectors (who must have been approved by the General Road Board) and the Treasurer of the Local Board, and counter-signed by the Inspector of Works, to be appointed by the Government.

  2. Every payment into the said Treasury by a Local Board must be of a sum not less than twenty (20) pounds, and be also accompanied by a statutory declaration that the money was raised by rates collected for the year under which such subsidy is claimed.

  3. The Government shall have the right to examine all books, accounts, and other documents, of asking for verified copies or statements of the same, of inspecting works, and of approving or disapproving of the same, but there will be no desire to interfere with the exercise of local control except when really necessary.

  4. In all cases, returns of expenditure and of the works executed must be furnished to the said Government, immediately after the completion of such works, or sooner, from time to time as the said Government may require.

Works carried out by subscription.

  1. When it is desired to secure a subsidy to supplement local subscriptions for constructing any works, an application in form annexed must be submitted to the Superintendent together with an approximate estimate of the proposed work, and the advantages likely to arise therefrom.

  2. When the road or roads, bridge or bridges, or other works proposed is or are situated within a Road District, such statement must be forwarded to the said Superintendent through the Local Board of such district.

  3. The Government will, without unnecessary delay decide whether it is prepared to assist in carrying out such work, and, if willing, to what extent it will grant a subsidy on the sum raised.

  4. Upon the sum so raised by subscription being paid into the Provincial Treasury, credit will be given for the same together with the amount granted by the Government, to assist the carrying out of the intended work or works.
