The Departments of the Provincial Government, as shown in the above Divisions, will be under the responsible charge of the following Members of the Executive Government, viz., Division No. 1, Provincial Secretary; No. 2, Provincial Treasurer; and No. 3, Secretary of Public Works,—to whom all communications affecting their proper working must be addressed, and from whom the various Departments will receive all instructions for their guidance.

A Register is to be kept in each Department of all communications received and forwarded; and in the latter case each communication is to be numbered, and a reference given to the number and date of the letter or memo to which it may be a reply.

Official letters are to be addressed to the various Government Officers by their official title only, and each letter to be confined exclusively to one subject.

The Head of each Department to keep a Register-book, showing the hours of attendance of each officer under his charge. The book to be sent to the Political Head of his Department weekly for examination.

All persons in the Public Service, who may receive any money on account of the Provincial Revenue, are to pay their collections monthly to the Provincial Treasurer, without deductions, except as hereinafter mentioned. Charges on the sale of Public Property, when legally payable, will be paid out of and deducted from the proceeds of such sale; and full, true, and particular accounts of all such deductions must accompany the statement to be delivered to the Treasurer, together with all account sales, tenders, or other documents relating to the transaction.

All persons who may collect money as aforesaid must furnish, at the time of paying any moneys to the Provincial Treasurer, the particular heads of receipt under which such moneys came to his possession or control, and the days of the month on which the same respectively were collected; such statement to be certified as to its correctness in every particular, and signed by the party collecting, in the form annexed, marked A.

Every Collector and other person, at the time of paying any money to the Provincial Treasurer, will obtain from said Treasurer a discharge for such money in the form annexed, marked B.

Authorities for incurring expenditure will be classed as follows, viz.:—
1st. Annual Authorities.
2nd. General Authorities.
3rd. Special Authorities.

Annual Authorities, according to the annexed form C, will be granted by the Superintendent, and will be communicated through the proper Ministerial Officers to Heads of Departments as soon as practicable after the passing of every Appropriation Act, for all Salaries and Money Allowances fixed by law. The particulars of all new Appointments must be furnished to the Treasurer and Auditor.

General Authorities will be issued in the form marked D, for services to be obtained on responsibility of Heads of Department, and in form marked E, for services to be supplied by Government storekeeper.
