the said Henry Hill is the owner of the said Bridge and approaches Ferry Houses landing-places erections buildings improvements and premises and that he now hath in himself the good right full power and lawful authority to assign transfer and release the said Bridge and approaches the Ferry Houses approaches landing-stages buildings erections improvements and premises herebefore assigned transferred or released or expressed or intended so to be and all and every part thereof unto the said Superintendent and his successors: And that he hath not at any time heretofore assigned transferred or disposed of or agreed to transfer assign or dispose of the said Bridge and approaches Ferry Houses landing-places buildings erections improvements or premises hereby assigned or any part thereof: And further that he the said Henry Hill his executors and administrators shall and will upon the request of the said Superintendent and his successors and at any time or times hereafter do and execute or cause to be done and executed all such further and other acts matters deeds and assignments whatsoever for the further and more perfectly and absolutely assigning transferring and releasing the said Bridge and approaches Ferry Houses landing places approaches buildings and premises to the said Superintendent and his successors: And this Deed further Witnesseth that in consideration of the premises he the said Henry Hill doth hereby remise acquit release and discharge the said John Hyde Harris personally his heirs executors and administrators and the said John Hyde Harris as Superintendent of the Province of Otago and his successors and the Revenues of the Provincial Government of Otago of and from the said contract or agreement to grant leases of the said nine Ferries and any of them to the said Henry Hill or his executors administrators or assigns: And of and from the performance of the said contract and every part thereof and of and from all and every breach of the said contract (if any) before now made done or committed by the said Superintendent or by any person for whose acts he the said John Hyde Harris personally or as Superintendent or his successors are or might be answerable: And of and from all actions suits damages accounts reckonings claims and demands whatsoever for or on account of the said contract or the cancellation thereof or of any breach or breaches thereof or for or on account or in respect of any matter or thing whatsoever by him the said John Hyde Harris personally or as Superintendent of Otago made done or permitted neglected or omitted: In witness whereof the said Henry Hill hath hereunto set his hand and seal and the said John Hyde Harris hath hereto set his hand and caused the Public Seal of the Province of Otago to be affixed hereto.

Mr Speaker and Gentlemen of the Provincial Council—

I have to thank you for the zeal and continuous application which have characterized the discharge of your duties throughout the present Session, and for the supplies which you have voted for the Public Service.

In addition to the Bill intituled, the “Executive Council Amendment Ordinance, 1863,” to which I have already assented on behalf of the Governor, I now in like manner assent to the following Bills:
