Authorising further issue of Treasury Bills.

At the Government House, at Auckland, on the 15th day of June, 1863.
Present: His Excellency the Governor in Council.
WHEREAS by the “Loan Act, 1862,” power is given to raise in Great Britain a Loan of £500,000 for the Public Service of the Colony, and it is enacted that, until the aforesaid sum of Five hundred thousand pounds shall be raised in Great Britain, it shall be lawful for the Colonial Treasurer, if thereunto authorised by an Order of the Governor in Council, from time to time to borrow and take up at Interest at a rate not exceeding six pounds per centum per annum, payable out of the Ordinary Revenue, any sums of money not exceeding in the whole One hundred thousand pounds, on the security of Treasury Bills payable at the expiration of a term not exceeding twelve months from the date thereof. And whereas the sums of £25,000 and £30,000 have already been raised in manner above prescribed in virtue of Orders in Council dated 21st November, 1862, and 17th January, 1863, respectively, and it has become necessary to borrow a further sum of £45,000 in anticipation of the said Loan:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, with the advice and consent of the Executive Council of the said Colony, doth hereby authorise the Honorable Reader Gilson Wood, Colonial Treasurer of New Zealand, to borrow and take up a further sum or sums not exceeding in the whole the sum of forty-five thousand pounds sterling, and to issue Treasury Bills therefor on the terms and subject to the conditions before recited.

THE following Acts, passed by the General Assembly of New Zealand, in the Session held the twenty-sixth year of the reign of Her Majesty Queen Victoria, intituled, “An Act for establishing Postal Communication with Great Britain by way of Panama,” — having been laid before the Queen in conformity with the Provisions of the Constitution Act, His Excellency the Governor has been informed by the Secretary of State that Her Majesty will not be advised to exercise her power of disallowance with respect to that Act.
