HEREBY CERTIFY that James Douglas, of Dunedin, in the Province of Otago, has this day submitted for my examination his Diploma from the Faculty of Physicians and Surgeons in Glasgow, authorising him to practise as a Physician and Surgeon, in accordance with the provisions of an Ordinance, passed by the Legislative Council of New Munster, Session I., No. 2, of 1849, intituled "An Ordinance to define the qualifications, and to provide for the remuneration in certain cases of Medical Practitioners."
Dated at the Resident Magistrate’s Court, Dunedin, this second day of October, 1862.

CROWN LANDS DEPASTURING LICENSES WITHIN HUNDREDS.
The attention of settlers within Hundreds is drawn to the 57th Clause of the Land Regulations, which provides that a depasturing license shall be granted to every such applicant who shall apply for the same to the Waste Land Board on or before the 1st day of January in each year, provided that he shall have deposited with the said Board a return in the form of Schedule D, hereto annexed, of the number of acres occupied by him aforesaid.
All persons who neglect to take out such licenses before the 1st of January will be excluded from voting in the election of Wardens.
Licenses may be obtained for the Waihola Hundred by applying to J. Dewe, Esq., Tokomairiro; for the North and South Tokomairiro, upon application to Mr. W. H. Mansford, Tokomairiro; for the East Clutha, James Maitland, Esq., Kaitangata; or George Richardson, West Clutha (Warepa).

TO ARCHITECTS. — Competitive Designs
are required by the Provincial Government of Otago, for a Gaol, an Hospital, and a Lunatic Asylum. Drawings, &c., will be received at the Office of the Provincial Secretary, until 4 p.m., the second day of March, 1863.
The following Premiums will be given to the successful competitors, viz.:—
For the Gaol, 1st Prize, £150. 2nd Prize, £75.
For the Hospital, 1st do., £100. 2nd do., £50.
For the Lunatic Asylum, 1st do., £100. 2nd do., £50.
All premiated designs are to become the property of the Government.
Plans of the sites and other particulars may be obtained at the Office of the Provincial Engineer, Dunedin.

TENDERS
Tenders will be received at the Office of his Honor the Superintendent, till 4 p.m. of Tuesday, the 30th December, for the Erection of a School House at the Waikouaiti.
Plans and Specifications may be seen, and Forms of Tender obtained at the Office of the Provincial Engineer, till Friday, 19th December, and at the School at Tokomairiro, from 20th to 28th December.

PANAMA ROUTE.
The following letter, which was enclosed in a letter received from His Excellency Thomas Gore Browne, Governor of Tasmania, by His Honor the Superintendent of Otago, is published for general information:

Sir,
In compliance with your Excellency’s request I have submitted to my colleagues in the Ministry the despatch from the Superintendent of the Province of Otago, New Zealand, on the subject of the establishment of Steam Postal Communication with the United Kingdom via Panama, and in reply I have the honor to state, that the Members of your Excellency’s Government are glad to see that the neighbouring Colonies of New South Wales and New Zealand are about to establish Steam Communication with the United Kingdom via Panama, and hope the scheme will be successful, but regret that the state of the Public Finances of this Colony will not justify your Excellency’s advisers in recommending your Excellency to submit to Parliament any appropriation of the Public Revenue of this Colony in aid of that Service.
Your Excellency is aware that this Government is under engagement with the other Australasian Colonies to pay one moiety of the cost of the present Mail Service with the United Kingdom, conducted by the Peninsula and Oriental Company via Suez, and in all probability will be called upon to contribute a further sum in aid of the cost of a second Monthly Mail by the same route; and these arrangements for conveying the Mails between ...
