In compliance with the provisions of the 18th section of the Education Ordinance, five gentlemen have presented themselves for examination with a view to obtain certificates of qualification. In one case I felt it to be my duty to distinctly refuse a certificate, while in another I felt justified in giving a conditional certificate only. I had much pleasure, however, in granting full certificates of qualification to Mr. J. Waddell, now of East Taieri, Mr. A. Stewart, Dunedin, and Mr. H. M’Leod, now at Warepa.

In compliance with the instructions of the Board, I have attended public meetings of the householders of Oamaru and Saddlehill, and at both of those places new Educational Districts have been formed under the provisions of the Education Ordinance. At the request of the Dunedin School Committee I also attended a meeting of the inhabitants of Caversham, held for the purpose of providing the means of maintaining a teacher in that locality. At all of those places the people appeared to be satisfied with the provisions generally of the new Education Ordinance, and were fully prepared to contribute liberally from local sources towards the support of the means of education within their respective localities. At Caversham a sum in excess of what was required to be provided, has been readily and easily raised by subscriptions; and at Saddlehill the public meeting recommended to the School Committee to pay to the teacher not less than one hundred and twenty pounds of fixed annual salary, and all the school fees, it being perfectly understood that the proportion of teacher’s salary to be paid by the committee from local sources, would be provided out of a rate to be imposed upon the property in the district under the provisions of the Education Ordinance.
