EDUCATION REPORT.

Education Department,
Dunedin, March 31st, 1862.

SIR,—In submitting to your Honor’s consideration the Estimates for the Education department for the six months ending September 30th, 1862, I beg to make the following observations.

I. TEACHERS’ SALARIES.

I. There is apparently a large unexpended balance of salaries, but those balances are due for the Quarter which expires this day, though according to the present system in the Treasurer’s office they will not be payable till tomorrow, and will be carried to next half year’s account.

In my report six months ago, I showed the sums required to fulfil the engagements of the Education Board up to 30th September, 1861, and then added to these the payments to be made for the current six months; but, as I have just noticed, the half of the latter amount though due for the current quarter, will not be paid till the account for the next six months has been commenced.

In accordance with what appears to be the practice in the other departments, I have this time entered in my estimate the amount of salary required for six months only. It was in accordance with the principle I have referred to that, six months ago, I entered in my estimate Mr. Cheyne’s salary, for the month ending September 30th, 1861, as up to that date provision was made for him as Clerk to the former Education Secretary. It appears, however, that the salary due to him for the month mentioned has been charged to the Superintendent’s department, so that the sum provided by me is returned as unexpended.
