passage money, whether they come as individuals or as members of a family, provided the said half be paid to the Agents before leaving for the colony. Considering the present state of our society, and the demand for female labour, which as I have stated, must increase from year to year, it is a matter worthy of grave consideration at the ensuing meeting of the Provincial Council, whether greater facilities for female emigration from home on a more extended scale should not be granted as an inducement to emigrate to this colony. From the rate of wages paid to domestic servants in the home country, it is manifest that it will be more difficult for such as would be willing to emigrate to pay the half passage money in Britain than the whole in the colony. Whatever may be the decision of the Provincial Council on this important subject—important in a social point of view—it is evident that such a scheme is required to meet the wants of the colony for some years to come.

INTIMATING ASSENT TO CERTAIN BILLS.

THE SUPERINTENDENT informs the Provincial Council that he has of this date, 2nd November, Eighteen hundred and sixty-one, assented to the following Bills on behalf of the Governor, viz.:—
"The Licensing Ordinance, 1861."
"The Vagrant Ordinance, 1861."
"The Criminal Ordinance, 1861."
"Water Police Ordinance, 1861."
"Dunedin Roads' and Streets Ordinance, 1861."

And that he has reserved for the signification of the Governor's pleasure theron the Bill aftermentioned:—
"Otago Loan Ordinance, 1861."
