ADDRESS OF HIS HONOR THE SUPERINTENDENT ON PROROGUING THE PROVINCIAL COUNCIL ON SATURDAY, JULY 6, 1861.

MR. SPEAKER AND GENTLEMEN OF THE PROVINCIAL COUNCIL—

IN closing the present Session of the Provincial Council I cordially thank you for the liberal supplies you have voted for the current half year, and for the confidence you have evinced in placing unreservedly in my hands the power to provide for any emergencies which may result from the existence of the Pleuro-pneumonia, which has already appeared amongst us, and for the demands on the public purse which may arise from the new position which this Province has assumed as a Gold producing country.

"Your careful examination of the various Bills which have been submitted to you has resulted in the Enactment of Ordinances which, I believe, will be found productive of the greatest benefit to the community. I regret that you have not been able to agree as to the leading principles which should form the basis of a Licensing Ordinance; but I hope the discussion which has ensued on the Bill submitted by the Government, in conformity with the expression of your opinion at the last Session, will have the effect of originating a measure best adapted for arresting the prevailing illegal sale of Spirituous Liquors,—an evil no longer to be tolerated,—and with which it is the duty of the Legislature at once, and firmly, to grapple.

"On behalf of His Excellency the Governor I have assented to the following Bills:—

"Executive Council Ordinance, 1861;
"Education Ordinance, 1861;
"Roads Ordinance, 1861;
"Diseased Cattle Ordinance, 1861;
"Trigonometrical Station Ordinance, 1861;
"Sheep Amendment Ordinance, 1861;
"American Blight Ordinance, 1861;
"Appropriation Ordinance, 1861:
"And I have reserved for the signification of His Excellency's pleasure thereon the following Bills:—

"Otago Loan Ordinance, 1861;
"Provincial Council Enlargement Ordinance, 1861;
"Dunedin Church Lands Ordinance, 1861;
"Which I will immediately forward, with such remarks as I may consider necessary.

"I now prorogue the Council; and it stands prorogued accordingly.
